- The Department of Energy (DOE), Office of Human Capital Diversity and Outreach is pursuing a sole source contract with the Society for the Advancement of Chicanos and Native Americans in Science (SACNAS) for participation in the 2009 Annual SACNAS Conference under FAR 6.302-1, One Responsible Source. The contract proposed period of performance is October 15 - 18, 2009. The DOE is one of several agencies providing funding for a conference for Chicano and Native American Engineers & Scientists majoring in science, technology, engineering, and mathematics (STEM) that hopes to attract and thereby increase the number of Chicanos and Native Americans in DOE research internships, fellowships, and within STEM careers in the workforce. Office of Human Capital Diversity and Outreach will receive participation in a variety of aspects of the conference and retain outreach. The co-sponsorship includes: outreach, recruitment and program services. By utilizing an integrated approach for participation expanded throughout various segments of the conference, DOE expects to attract and thereby increase the number of Chicanos and Native Americans in DOE research internships, fellowships, and within STEM careers in the workforce. Sponsorship also includes: three 10 foot X 20 foot draped exhibit booths with priority placement, GEM engineering workshop, six c omplimentary full registrations, and booth furnishings (three skirted 6 foot tables, six chairs and three wastebaskets); Native American Program sponsorship; DOE Program Administration to coordinate participation of DOE Ambassadors and their research abstract presentations; and a report of outcomes from research projects conducted during the SACNAS National Conference related to retention factors and overcoming obstacles for underrepresented students in STEM areas. SACNAS will establish a "DOE Alley" featuring greater visibility within the Career Fair for DOE by providing space for the Office of Human Capital and Office of Workforce Development for Teachers and Scientists, DOE program offices, National Laboratories and their contractors to be co-located. During the Native American Program DOE representatives will meet with 30 honored Scholars of the Community College SYNAPSE Program (Supporting Young Native Americans to Pursue Science Education) who are majoring in STEM fi elds.The DOE has supported the SACNAS for a number of years. By using the same forum repeatedly, DOE is able to continue to consistently build on the face-to-face networking previously developed during previous conferences and address the systemic problem of Chicano and Native American under representation in the Federal government. As proposed, DOE will have access to students at all stages of the education pipeline, including teachers and faculty advisors. Opportunities are abundant at the SACNAS conference for interviewing candidates, providing learning activities, STEM educator training, and disseminating important information about careers and internships at DOE and the national laboratories. With annual support, the expected outcome is a sustained talent pool available to DOE's national laboratories, the Federal workforce, industries, and universities. The statutory authority for permitting other than full and open competition for this modification is the Competition in Contracting Act, 41 U.S.C. 253 [c] [1], and implemented by FAR 6.302-1, which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements; and when it is likely that an award to any other source may result in unacceptable delays in fulfilling the agency's requirements. MAES has the specialized knowledge and services, which have been used by the DOE and other agencies for a number of years successfully. The North American Industry Classification System (NAIC) Code for this requirement is 611710. ***See Numbered Note 22. Commercial firms who believe they have a superior solution to DOE's proposed award to the Society for the Advancement of Chicanos and Native Americans in Science (SACNAS) must respond in writing to the Contracting Officer. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. Interested parties should submit a capability statement and pricing information for the requirement within 15 calendar days of publication of this notice, to be considered by the Government to: Mr. Anthony Buch, MA-642.3, 1000 Independence Ave, SW, Washington, DC 20585, or via e-mail to Anthony.buch@hq.doe.gov. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
