- Description
- The Stoller-Navarro Joint Venture (SNJV) performing services for The U.S. Department of Energy (DOE), National Nuclear Security Administration Nevada Site Office (NNSA/NSO) under prime contract DE‑AC52‑03NA99205 is soliciting proposals for a Fixed Unit Rate subcontract to provide Inorganic, Organic and Radiochemical Analytical Laboratory Services. Samples obtained for chemical analysis in support of the contractor's activities will consist of soil, waste, groundwater, surface water, domestic supply water, air filters, demolition debris, biota, sludge, organic liquids, swipes, and samples. This procurement is anticipated to be awarded for two analytical categories: Chemical Analyses and Radiological Analyses. Based on the capability of the laboratory, the proposer is encouraged to present an offer on one or both of these categories. Additionally, since dioxins and furans are atypical analyses and the frequency of sample collection is low, the contract award decision will not be affected for laboratories not performing these analyses. Any sub-tier subcontractor in either category must maintain a current license from the U.S. Nuclear Regulatory Commission and a certification from the appropriate state agency, which accepts radioactive samples, either for chemical or radiological analyses, or both. Any sub-tier subcontractor laboratories' that are proposed to be used must meet all of the requirements specified in the Statement of Work (SOW). It is the responsibility of the offeror to provide the necessary documentation supporting the sub-tier laboratories' capabilities. The Subcontractor shall perform all the operations necessary and required for the satisfactory completion of the above work as defined in the SOW, dated July 31, 2009. The start date of any resulting Subcontract is expected to be October 1, 2009 and shall continue until September 30, 2014 or performance is completed. Offerors are to propose their best pricing schedule for an award with three base years and (2) one-year options. This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR Part 12 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This award will be made using the Acquisition of Commercial Items procedures under FAR Part 12. Award will be made to the responsive, responsible vendor meeting all the requirements listed in the solicitation. The vendor is to respond to all requests made in the RFP and be capable of performing to requirements in the Statement of Work.
