Attachments - J5 - ARRA Sign Details Attachments - J4 - Fire Precautions Attachments - J3 _ Wage Determination Attachments - J2 - Specifications Attachments - J1b - Silver Creek Drawings Attachments - J1a - Hardscrabble Drawings Solicitation - Sections B - M Solicitation - SF1442 The USDA Forest Service, Boise National Forest, intends to acquire by contract the rehabilitation of Hardscrabble Bridge and Silver Creek Bridge #1. The project consists of removing and disposing existing bridge elements, rehabilitating existing bridge elements, cleaning and painting existing steel bridge girders, installing new prefabricated modular steel bridge, installing new glue-laminated timber decks, curbs, and rail posts, installing bridge railing and approach railing, embankment and roadway construction, installing asphalt wearing surfaces, providing soil erosion and pollution control, installing construction warning (traffic control) signs, applying seed mix and mulch, and cleanup. The project is located on NFSR #698 & 671 (Middle Fork Payette River Road, Silver Creek Road), Boise National Forest, Emmett Ranger District. To reach the project area from Boise, Idaho, at intersection of State Street and State Highway (SH) 55, travel north 33.6 miles to the intersection with Banks –Lowman Hwy, turn east, then 8.1 miles to the Middle Fork Payette River Road. Travel north 12 miles to the Hardscrabble Bridge site. Travel north an additional 3 miles along NFSR #698 and then 6.5 miles along NFSR #671 to the Silver Creek Bridge #1 site. The Forest Service intends to issue a solicitation for this project utilizing FAR Part 15 procedures for negotiation. This acquisition is 100 percent set-aside for HUBzone Business concerns. A single firm-fixed price type contract will be awarded to the responsible Offeror (IAW FAR Part 9, Contractor Qualifications) whose proposal represents the best value to the USFS IAW the requirements outlined in the solicitation. Payment Protection will be required for this project and Davis-Bacon wage rates will apply to any resulting contract. This solicitation will be available on or about August 10, 2009. The period of performance for this project will be 300 days from the issuance of the Notice which is anticipated to be issued on or about September 15, 2009. All responsible sources may submit a proposal which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the bidder will render a bidder ineligible for award.
