- This is a notice of a proposed contract action published to notify potential sources that the USDA, Agriculture Marketing Service (AMS) contracting office intends to issue a sole source award to the ISO accrediting registrar American Association for Laboratory Accreditation (A2LA) for the purchase of ISO 17025 accreditation registrar services for the National Science Laboratory in Gastonia, NC. AMS is in need of a registrar to provide the accreditation services. USDA Agricultural Marketing Services, Science and Technology Programs, Field Laboratory Services (FLS) consists of the National Science Laboratory and two Science Specialty Laboratories. FLS is now required to operate under both International Organization for Standardization and the International Electrotechnical Commission Standard 17025 (ISO/IEC 17025) and AOAC International's publication, "Guidelines for Laboratories Performing Food Microbiological and Chemical Analyses of Food and Pharmaceuticals Testing" (ALACC). While other registrars may be available, only A2LA offers accreditation against the International Organization for Standardization and the International Electrotechnical Commission Standard 17025 (ISO/IEC 17025) and AOAC International's publication, "Guidelines for Laboratories Performing Food Microbiological and Chemical Analyses of Food and Pharmaceuticals Testing" (ALACC). The USDA, AMS Field Laboratory Services Laboratory Network is a single overarching Quality Management Framework covering each of its laboratories which requires a single accounting system and auditing system to provide seamless auditability of documents, SOPs, methodologies between laboratories in the network. This cannot be done by multiple accrediting bodies. The FLS, Science Specialty Laboratory located in Blakely, Georgia obtained ISO/IEC 17025 accreditation in 2000 through the American Association for Laboratory Accreditation (A2LA). The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Numbered Note 22 applies. Therefore, this sole source award is being made pursuant to FAR 6.302-1, only one responsible source and no other company will satisfy agency requirements. The USDA, AMS intends to award a firm fixed price purchase order with an estimated value of $35,000.00, however, if additional audit services are required for the registrar to provide the accreditation the value could total $70,000.00.
