Description
Solicitation #: N00024-09-R-4233 PURPOSE: The Naval Sea System Command (NAVSEA PMS 405) is hereby issuing a Request for Information (RFI) from all potential sources who may be interested in the following three (3) separate efforts. Efforts 1), 2), and 3) are contemplated to be awarded via five year Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, if a procurement results from this RFI: 1)Provide system integration engineering support to PMS 405 and the Directed Energy Weapons Office (DEWO) at the Naval Surface Warfare Center, Dahlgren Division (NSWC DD) for a laser weapon integrated into CIWS. This effort will include: systems engineering and systems integration support; technical engineering support; hardware and software interface design and management; integration design and technical engineering support; ship integration engineering support, and technical test support. The laser weapon system integration engineering support contractor would not be eligible for efforts under 2 and 3 below. 2)Provide laser weapon system integration engineering and logistic support to PMS 405 and DEWO related to Original Equipment Manufacturer (OEM) efforts for the existing Mk 15 Close In Weapon System (CIWS) and subsequent integration of a laser engagement capability into CIWS.3)Provide Advanced Development Model (ADM) laser weapon system components as required/tasked/funded: hardware (cameras, optics, lasers, controller boards, etc.), software, firmware, and algorithms that could be used to build the laser weapon described below. This effort may include design and/or procurement of requisite developmental or off-the-shelf components and/or sub-components. (More details will be provided) This RFI in no way binds the Government to offer contracts to responding companies. The information provided will assist NAVSEA in developing and further defining future procurement and acquisition strategies. Defense and commercial contractors, including small businesses, veteran-owned businesses, service-disabled veteran-owned businesses, HUBZone small businesses, and woman-owned small businesses are encouraged to participate. DESCRIPTION: This Section provides the requirements of the Laser Weapon System (LaWS) that this RFI supports. The Directed Energy and Electric Weapon Systems (DE&EWS) Program Office (PMS 405), the Directed Energy Weapons Office (DEWO) at the Naval Surface Warfare Center, Dahlgren Division, and the Program Executive Office Integrated Warfare Systems' Major Program Manager for Surface Ship Weapons (PEO IWS 3.0), are responsible for development of the LaWS capability. PMS 405 and DEWO, in support of PEO IWS 3, will design and integrate the various detect, track, process, and engage elements that will comprise CIWS LaWS. This government team will be the Lead Systems Integrator (LSI) and will maintain all design decision and programmatic responsibilities. The LaWS capability will be added to CIWS as part of the Ordnance Alteration (ORDALT) Process. LaWS will add a High Energy Laser (HEL) engagement capability to the Mk 15 CIWS that will provide multi-mission, non-kinetic, defensive capability (in addition to CIWS) to counter asymmetric threats:.UAV hardkill.jet skis, boats,.EO/IR sensors,.rockets, artillery, mortars, etc. The laser weapon will augment the existing CIWS in order to extend the effective range, provide enhanced lethality, and increase the weapon system's ability to counter a greater quantity (deep magazine) and spectrum of threats. Additionally, LaWS will be able to support electro-optic surveillance missions, as well as laser engagements. LaWS is a fiber laser based weapon system using incoherent beam combining of six (6) fiber lasers in a close packed ring topology of sub-apertures. Alignment will be maintained through the beam combiner and beam expander so the beam expander will treat all 6 beams as a single beam focused to a spot at the target. The beam expander will share the beam expander aperture with the tracking system. The beam expander will be between 40-75cm diameter depending on the beam quality of the fiber lasers. Total anticipated laser power is to be greater than 60KW continuous wave at 1 - 2 microns wavelength in an atmospheric transmission window. As laser and laser beam control technology matures LaWS must be able to support upgrades that expand the potential target set, surveillance capabilities, and operating range of the system. The target cost of producing and installing the LaWS ORDALT to CIWS is <$15M each in FY 10 dollars. RESPONSES: Responses to this RFI should not exceed ten (10) pages for each of the three (3) separate efforts (including any attachments) and supporting materials that aid effective evaluation of your company's competence, experience, and overall understanding of laser weapon development. The RFI response to efforts 1) and 2) should contain projected labor rates associated with meeting the requirements that NAVSEA has identified above. Where applicable, response to the RFI should contain any of the following information on your company's knowledge and skill in weapon system, subsystem and/or component design and/or integration capabilities, including capability to develop and/or upgrade a weapon system. For efforts 1) and 2) above, clearly articulate your company's process, discipline, knowledge and experience in systems engineering and integration, to include, but not limited to: laser weapon physics and engineering, Installation Control Drawings, System Cable Block Diagram, Cable Data File, Outline & Installation Data/Drawings, Support Diagrams, Summary List of Installation Material; Maximum or Not to Exceed Spatial (Dimensional, Power, etc.) Requirements; Data List, Weapon System Specification, Installation Data Package, Interface Design Document (CIWS to Combat Direction System). In the response, vendors should clearly mark any information that is proprietary. Costing information should be based in FY 10 dollars. Costs/rates associated with subcontracting and/or component procurement are to be clearly identified. The Directed Energy and Electric Weapon Systems Program Office of NAVSEA (Dr. J. Thomas Schriempf) requests your responses by 10:00 am (EST), on 06 October 2009. Information provided shall be treated as Business Sensitive and will not be shared outside of Government activities and agencies without the permission of the provider. All information shall be provided free of charge to the Government. NAVSEA may request further information regarding the capabilities of respondents to meet the requirements and may request a presentation and/or a site visit as deemed necessary. NOTE: This Request for Information is for planning purposes only and is issued in accordance with FAR Clause 52.215-3. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this RFI, and responses to this notice cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such.
