Wolfe Avenue, Edwards AFB, CA 93524 Description: NOTICE OF CONTRACT ACTION: The 412 Test Support Squadron (412 TENG/CL), Edwards AFB, CA intends to issue an award on or about 21 Sep 2009 for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with 5 year Period of Performance for the following contract line item: CLIN 0001: Radar Systems Certificate and Electro-Optical and Infra-Red (EO/IR) Technology Certificate. Award of contract is planned for no later than (NLT) 30 SEP 2009. 1.0 DESCRIPTION OF SERVICES 1.1 Basic Service The objective of this requirement is to obtain advanced training in Radar and Electro-Optical and Infra-Red (EO/IR) theory and technology for our engineering staff resulting in certification in Radar or EO/IR respectively. Certification will be based on completion of a minimum of 150 hours of instruction. Course should include both required core classes as well as elective classes to meet the required training hours. Radar and EO/IR Class Completion Certificates held currently by employees at Edwards AFB shall be accredited toward Radar and/or EO/IR Course Certificates. Each class will require the student to pass tests to demonstrate knowledge of the material. 1.2 Background This training will enable our new engineers to quickly acquire the technical knowledge to perform their assigned duties. Currently more than half of our work force has less than five years experience and very few colleges or universities offer classes in radar or EO/IR at the undergraduate level. Historically, we have relied on adhoc and on the job training to supplement our new engineer's formal education. However, with the influx of new engineers and the high level of attrition among our senior staff, this approach is no longer adequate. This requirement will allow a contract to supply this training utilizing certificate programs already developed which will meet our immediate needs. 1.3 Course Requirements 1.3.1 The Radar Systems Certification Objectives consist of: (See Appendix B for specific requirements for Certificate.) • Access the latest research on radar systems • Learn the operational capabilities of various radar systems • Immediately apply course knowledge on your job • Get lifetime access to instructors' technical expertise • Earn recognized industry credentials At a minimum, the program must include required or elective courses covering: • Principles of Modern Radar • Phased Array Radar Systems • Basic Airborne Fire Control Systems • Principles of Pulse Doppler Radar • Principles of Radar Electronic Protection • Synthetic Aperture Radar Additional desired course topics include: • Basic Antenna Concepts • Basic RF Electronic Warfare Concepts • Basic Radar Concepts • Modeling & Simulation in Radar Systems • Phased Array Antennas and Adaptive Techniques • Principles of Continuous Wave Radar • Radar Performance: Principles & Limitations • Test & Evaluation of Defense RF Electronic Systems 1.3.1.1 Certification This certificate shall include a minimum of 150 hours of instruction and include both core courses and elective courses. 1.3.2 The Infrared and Electro-Optical Technology Certificate. (See Appendix C for specific requirements for Certificate.) Objectives consist of: • Accessing the latest research on infrared & electro-optical systems • Learning the operational capabilities of various infrared &electro-optical systems • Immediately applying course knowledge to our jobs • Receiving lifetime access to instructors' technical expertise • Earning recognized industry credentials At a minimum, the program must include required or elective courses covering: • Infrared Technology and Applications • Infrared Countermeasures • Infrared/Visible Signature Suppression • Military Laser Principles & Applications Additional desired course topics include: • Modeling & Simulation in Electro-Optical and Infrared Systems • Directed Infrared Countermeasures • EO/IR Polarimetric Imaging Systems • Fundamentals of Earth Remote Sensing • Hyperspectral Imaging • LIDAR Engineering • Modeling Target Acquisition with Electro-Optical Imagers 1.3.2.1 Certification The Certification Requirements shall include a minimum of 150 hours of instruction and include both core courses and elective courses. 1.3.2.2 Meeting Course Objectives The course material and course requirements shall be evaluated by survey evaluation of 100% of all students.
