Description
The Federal Aviation Administration (FAA) contract with Harris Corporation (contract # DTFA01-97-C-00070) for operation and support of the OASIS flight service automation system in Alaska expires on February 24, 2010. The FAA requires flight service operations in Alaska to continue from February 25, 2010 until a competitively acquired replacement system is deployed. The replacement system is planned to be deployed in April 2011, however the FAA intends to provide contract options to continue flight services through June 2011. The FAA is surveying the market to determine if qualified vendors are interested in this interim (February 2010 through June 2011) contract opportunity. The FAA is aware that the incumbent vendor is qualified and interested in this interim contract as well. The scope of work will be a continuation of the tasking currently performed by Harris Corporation under the OASIS contract for the support and operation of the three Automated Flight Service Stations and fourteen Flight Service Stations in Alaska. See ATTACHMENT (1)below for a description of the OASIS functionality currently provided in support of Alaska flight services. This interim contract will allow for the continuation of flight service operations in Alaska until a replacement flight service automation system can be provided under a full and open competition as part of the Alaska Flight Service Modernization program. For your information, the anticipated milestones for the Alaska Flight Service Modernization flight service automation system full and open competition are as follows: 11 February 2009; SIR Released 15 July 2009; Revised SIR Released31 January 2010; Contract Award30 September 2010; Installations, Testing, & Training begin30 April 2011; Testing & Training complete/Operational all sites31 July 2011; Legacy System (OASIS) Decommissioning complete Interested vendors in the interim contract opportunity (February 2010 through June 2011) should respond with a technical statement of experience and proven capability which will be reviewed according to the following criteria: Ability to fully deploy and achieve an Initial Operational Capability (IOC) at all 3 Automated Flight Service Stations and 14 Flight Service Stations within Alaska by February 2010. IOC beyond February 2010 is unacceptable.Ability to provide an Operational Capability Demonstration of the existing automation system to be deployed as noted above within 60 days from the date of this Market Survey.Ability to achieve security certification and accreditation through development and submission of an FAA Security Certification and Authorization Package (SCAP) in accordance with the FAA Information Systems Security Handbook, FAA Order 1600.54.Ability to achieve safety risk approval for changes impacting the National Airspace System.Identification in an integrated schedule of all activities and the duration required for the period from contract award to IOCExperience providing aviation weather and displaying weather graphicsExperience providing flight planning servicesExperience interfacing with the National Airspace System (NAS) Experience providing 2nd level engineering support Each criterion will be reviewed to determine vendor suitability. All criteria above must be met.
