- Description
- The FAA's ATO National Network Operations Group has a requirement to implement OMB Mandate M-08-23 for Domain Name System Security Extension (DNSSEC) within the FAA. The FAA must implement the Domain Name System (DNS) security recommendations outlined by the National Institute of Standards and technology (NIST) Special Publication 800-81 to address the OMB Mandate. These requirements and the FAA's other related requirements for this networking equipment are outlined in the attached list of requirements. The FAA has conducted market research and has concluded that only one product line meets 99% of the stated requirements. That product is Blue Cat (the Adonis 1000 DNS combined with the Proteus 5000 IPAM Appliance). Therefore, since the FAA has the requirement to implement the OMB Mandate immediately, the FAA plans to satisfy this requirement with the Blue Cat Adonis DNS and Proteus 5000 IPAM Appliance. The FAA does not have the time to wait for other commercial products to grow and mature to a higher level of functionality. The purpose of this announcement is to advise the public of this planned procurement and to publish the FAA's requirements in accordance with the FAA's Acquisition Management System (AMS) Section 3.2.2.5.1. The FAA's requirements are cited in the attached list of requirements. Should any company consider that they have a product (or family of products) that meets all of the functional requirements outlined in the attached list of requirements, they may contact the Contracting Officer. Responses must be in writing and must be submitted to the Contracting Officer via e-mail. Such responses must be received on or before COB Tuesday August 26, 2009. The response must clearly identify the commercial product (or products) that can meet each and every one of the FAA's cited functional requirements. The response must address whether, and to what degree, and how the commercial product(s) meet each and every one of the FAA's cited requirements. For each cited requirement, the response must also identify a customer (name, phone number and e-mail address) that purchased the cited COTS product(s) for the intended purpose of obtaining the cited functionality. Responses that fail to provide adequate detail, addressing these issues, will not be considered. The FAA would give consideration to using a different approach for this requirement if additional commercial products were available that meet the requirements. The FAA is currently conducting market research to ascertain whether or not to set this aside for an 8(a) company. If the results of that research are positive, a noncompetitive award may be made to an 8(a) company in accordance with AMS Section 3.6.1.3.5. In that case, this will be the final announcement posted for this requirement.
