Description
Wage Schedule - Forestry Services Wage Schedule - Aircraft Services Solicitation AG-046W-S-09-0058 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is AG-046W-S-09-0058 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-36. The associated North American Industrial Classification System (NAICS) code for this procurement is 115310 with a small business size standard of $5 million dollars. This requirement is unrestricted and only qualified offerors may submit quotes. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2009-08-27 14:30:00.0 Pacific Daylight Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Mt. Hood NF HQ, 16400 Champion Way, Sandy, OR 97055. Fax Submission: (503) 668-1763. The US Forest Service requires the following items, Brand Name or Equal, to the following: 1. One Type One Helicopter: Minimum lift capacity 8,000 lbs. & Maximum Lift Capacity 10,000 lbs. Scope of Work: The purpose of this contract is to place a trail bridge log stringer, deliver tools and materials and haul one load of used materials from the project site to the staging area. The Contractor shall provide a Type 1 helicopter to transport and place one log weighing approximately 8,000 pounds and several sling loads of tools and materials totaling up to 5,000 pounds, and remove one load of materials. Flight distance is approximately 7 air miles. The Contractor is responsible for traffic management necessary to safely execute aerial operations. The staging area will be Toothrock Trailhead which is administered by Oregon State Parks, elevation 100 feet. There are high-voltage electric transmission lines approximatley 600 feet east of the staging area. The total clear area at Toothrock (free of trees) is approximately 200 feet by 500 feet. Nearby roads are Interstate 84 and the Bonneville Dam exit #40. Nearby trails are the bike trail along the Historic Columbia River Highway, Oneonta #424, Wahclella #436 and Nesmith Point #428. Wahclella Falls Trailhead is located 0.4 miles southwest of Toothrock Trailhead. Nearby airports are: Hood River, approximately 20 miles east of Toothrock Trailhead; Portland-Troutdale Airport is located approximately 23 miles west of Toothrock Trailhead; Cascade Locks approximately four miles northeast of the project site. Contract time is flexible between June 30, 2009 and October 30, 2009. The reason for this flexibility is to minimize mobilization and move-up costs by encouraging the contractor to utilize a helicopter which is in the process of moving from one job to another and would be in this general project area. The project requires transport of one log and up to 5,000 pounds worth of sling loads of tools and materials a distance of seven miles. The sling loads will be transported from a staging site at Toothrock Trailhead, Oregon (elevation 100 feet) to Triple Falls Bridge (elevation 1000 feet) on Oneonta Creek. The helicopter may have to fly as high as 3,000 feet to clear ridges between the staging area and the project site. Service landing will also be Toothrock Trailhead. The service landing is identified on the attached project area map. Access roads to the staging area and service landings are paved and are accessible by truck. For the bridge placement project, 1 log weighing approximately 8,000 pounds with a length of 60 feet, and up to four sling loads of materials will be lifted from the Toothrock staging area (approximate location: N45.634674°, W121.948138) and flown southwesterly seven miles to Triple Falls bridge site (coordinates N45.578200°, W122.07259°). Sling loads shall consist of miscellaneous hardware and treated dimensional wood bridge parts up to 10 feet long, hand tools and gas-powered tools. The Contractor shall, considering given objectives for the project, develop a plan of operation to accomplish these objectives, organize, and direct all the equipment and personnel needed to fully accomplish the work. The Contractor shall furnish all technical expertise, labor, equipment, supervision, transportation, operating supplies and incidentals necessary to complete the work required. Contractor will abide by all local laws and regulation. Contractor abide by the appropriate Federal Aviation Regulations (FARs). The quoter is advised to visit the worksite to determine an estimate of cost prior to submitting a quote. The quoter is responsible for determining the amount of work. On-site photographs bridge site and surrounding terrain are available for review. The selected Offeror must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors – Commercial and FAR 52.212-2 Evaluation—Commercial Items, apply to this acquisition. The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, will apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. Pursuant to the Trade Agreements Act (19 U.S.C. 2512(a)) (TAA), Federal acquisitions of supplies may be made only from offerors that will supply products of an eligible country under any of the free trade agreements entered into pursuant to the TAA. An article is considered a product of a country only if it is wholly a product of that country or if it has been substantially transformed in that country into a new and different article of commerce with a name, character, or use distinct from that of the original article(s). Note that any item that is a discreet article as it is sold in commerce, regardless of its ultimate function or use, cannot be considered substantially transformed based solely on its integration into IT or other systems. The Contractor and its employees shall exercise the utmost discretion in regard to all matters relating to their duties and functions. They shall not communicate to any person any information known to them by reason of their performance of services under this contract which has not been made public, except in the necessary performance of their duties or upon written authorization of the Contracting Officer. All documents and records (including photographs) generated during the performance of work under this contract shall be for the sole use and become the exclusive property of the U.S Government. Furthermore, no article, book, pamphlet, email, recording, broadcast, speech television appearance, film or photograph concerning any aspect of work performed under this contract shall be published or disseminated through any media without the prior written authorization of the Contracting Officer. These obligations do no cease upon the expiration or termination of this contract. The Contractor shall include the substance of this provision in all contracts of employment and in all subcontracts hereunder.
