Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is DG133W-09-RQ-1153, and the solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-36. This solicitation is a small business set-aside. The associated NAICS code is 611710, and the small business size standard is $7.0 million dollars. Item 0001: 1 job; conduct 60 - 90 minute diversity management training session for NWS Senior Executives; location of training session will be in Silver Spring, Maryland; day of training session is expected to be September 21, 2009 but is subject to change (without price adjustment). Item 0002: 1 job; conduct 60 - 90 minute diversity management training session for NWS headquarters managers and supervisors; location of training session will be in Silver Spring, Maryland; day of training session is expected to be October 14, 2009 but is subject to change (without price adjustment). Item 0003: 1 job; conduct 60 - 90 minute diversity management training session for NWS headquarters employees; location of training session will be in Silver Spring, Maryland; day of training session is expected to be October 15, 2009 but is subject to change (without price adjustment). Item 0004: 1 job; conduct 60 - 90 minute diversity management training session for NWS MIC/HICs; location of training session is unknown but will be somewhere in the contiguous United States; day of training session is expected to be sometime in Spring, 2010 but is subject to change (without price adjustment). Item 0005: 1 job; provide telephonic support during meetings of the NWS Diversity Management Council and sub-groups thereof, the NWS Diversity Marketing Team, and the LMS Curriculum Development Team (it is expected that telephonic support will be required for approximately 5 meetings per month, but the quantity of meetings can vary without price adjustment) and present the results of its work (under Items 0001 through 0004 and this Item 0005) to the NWS Corporate Board at a meeting to be held somewhere in the contiguous United States after completion of Item 0004 but prior to September 30, 2010. FAR Provision 52.212-1 applies to this acquisition, and there is one addendum to this provision. Specifically, this addendum pertains to Paragraphs (b)(4) and (b)(10) of FAR 52.212-1. The technical description called for by Paragraph (b)(4) shall include the curriculum vitae of the individuals proposed to perform this requirement. The past performance information called for by Paragraph (b)(10) shall include the names and telephone numbers of 3 references for similar work performed recently by the quoter. FAR Provision 52.212-2 shall not apply to this acquisition. Award shall be made to that quote providing the best value to the Government encompassing the following evaluation factors in descending order of importance: past performance, total price, and technical qualifications (with an emphasis on knowledge pertinent to the NWS). The quoter shall include a completed copy of FAR Provision 52.212-3 in its quote. FAR Clause 52.212-4 applies to this acquisition, and there are no addenda to this clause. FAR Clause 52.212-5 applies to this acquisition, and the following additional FAR clauses cited in Paragraph (b) of FAR Clause 52.212-5 are applicable to this acquisition: FAR 52.219-6; FAR 52.219-28; FAR 52.222-3; FAR 52.222-19; FAR 52.222-21; FAR 52.222-26; FAR 52.222-36; FAR 52.225-13; and FAR 52.232-33. There are no additional contract requirements or terms and conditions. The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition.
