Description
Sources Sought (SS) Tactical Signals Intelligence Payload (TSP) 11 August 2009 THIS IS NOT A SOLICITATION Program Manager, Aerial Common Sensors (PM ACS), Building 801, Fort Monmouth, NJ 07703 REQUEST FOR INFORMATION from qualified sources to meet requirements for Low Rate Initial Production (LRIP)/Full Rate Production (FRP) of Army Tactical Signals Intelligence (SIGINT) Payload (TSP) systems. Solicitation Number W15P7T-09-R-R601 notice published on 23 March 2009 to identify potential sources having technology, qualifications, and capabilities to provide a Non-Developmental Item (NDI) Enhanced Tactical Signals Intelligence Payload (ETSP) and all other UAS SIGINT Sources Sought notices have been cancelled and are being replaced with this Sources Sought Notice. The Project Manager, Aerial Common Sensors, Fort Monmouth, New Jersey, is inviting potential offerors to describe their capabilities to provide LRIP/Production TSP systems, spares and related support as described herein. The TSP system provides the commander with a comprehensive picture of electronic communications emitters, and the ability to detect, identify, geo-locate, and copy emitters, including High Value Targets (HVTs). The TSP will be (Pod) mounted on the Extended Range Multi Purpose (ERMP) UAS. All Respondents shall address the maturity of their existing product design by identifying any systems delivered to date, whether these systems are prototypes or production representative items, the quantity of systems produced to date, test results to date and any relevant field data demonstrating the performance of their system. Customer points-of-contact (POCs) shall also be provided for these products. Respondents shall also identify any planned or required future testing and shall describe the degree of Government involvement in any completed or planned formal testing. All assumptions, including any assumed government support, shall be clearly identified. All proprietary and restricted information shall be clearly marked. The Government may use the results of this market research to develop its acquisition strategy and statement of work/statement of objectives and performance specifications. It is anticipated that a minimum of six (6) Low Rate Initial Production (LRIP) systems with various quantities for Full Rate Production (FRP) systems will be procured over the life of any future contract that results from this RFI. An interim ground Warfighter Machine Interface (WMI) workstation capable of controlling the payload and displaying the data collected will be required to be provided by the contractor to support testing and to be integrated with the Distributed Common Ground System Army (DCGS-A) multi-function workstation. Contractor First Article Test and Government Independent Operational Test and Evaluation (IOT&E) shall be completed on LRIP System before any full-rate production contract options are awarded. The production contract will include spares packages, training, manuals, maintenance and repair support services as well as a Field Service Representative (FSR) to support initial provisioning and fielding. The TSP characteristics/features are listed in the TSP Classified Capabilities Document, provided by request (but see below regarding required security clearance). TSP will perform the following functions (not in any priority order): "Search/Detection "Intercept "Direction Finding (DF) "Identification "Emitter Mapping: Display locations of all collected and processed emitters "Single and multiple aircraft DF/non-precision geolocation "Precision geolocation using signals collected by multiple aircraft "Signal recording of pre-detected data "Near real time processing of copy data. The capability to collect the intended data/information carried by the signal. "Co-channel interference rejection "Calibration TSP can be configured for (Pod) mounting, including all antennas and/or antenna arrays. For the test effort, the Government plans to install the (Pod) configured TSP onboard the ERMP UAS for an IOT&E. The total weight of the SIGINT Package installed onboard the ERMP shall not exceed 200 pounds; this includes the payload, antennas, cables, and mounting brackets. The TSP payload onboard the ERMP shall require no more than 1200 watts. Potential sources with existing Tactical SIGINT Payloads whose products have the potential of meeting the Governments requirements indicated by this sources sought are encouraged to submit their product specification for review. Responses shall include documentation, which demonstrates the offeror can provide the TSP hardware/software specified in the TSP Classified Capabilities Document. Responses should consist of company name, address, point of contact, telephone number, fax telephone number, business type and size and description of how their system may be upgraded to satisfy the TSP LRIP requirements and company brochures/literature regarding contractor capability. Interested companies should submit their response to Kahraman (KC) Koseoglu at the addresses below. All information should be submitted within 20 working days from the date of publication of this notice. The Government will not reimburse contractors or responders to this notice for any costs incurred in responding, or any subsequent exchange of information. The Government may conduct a site survey as part of this source sought notice. For this site survey, it is highly desired that a production representative payload produced by the offeror be demonstrated. The results of this survey will be used to determine each offerors capability to provide LRIP TSP system to meet the Government requirements. The projected timeframe for this survey is October-November 2009. The TSP includes capabilities, which operate up to the TOP SECRET/SCI (Sensitive Compartmented Information) classification level. Offerors will be limited to those having access to a Sensitive Compartmented Information Facility (SCIF), which has been properly accredited to operate at the SCI level in support of this program, and has the required personnel cleared for the SCI classification level. Offerors without TOP SECRET/SCI clearance will not be considered for this procurement. Responses to this sources sought are expected to be classified at the TOP SECRET/SCI level. This sources sought does not constitute the solicitation of proposals. Participation in this sources sought effort will not affect a company's position during any follow-up solicitation.
