Description
The Department of Veterans Affairs (VA) provides medical care to eligible beneficiaries as authorized by Title 38, U.S.C., through the Veterans Health Administration (VHA). There has long been an interest in providing inpatient services to Chattanooga area Veterans within the Chattanooga community rather than requiring travel or transportation to either Tennessee Valley Healthcare System (TVHS) Murfreesboro or Nashville campuses. The Department of Veterans Affairs (VA), Veterans Integrated Network System (VISN 9) has a new requirement to procure inpatient medical and/ or surgical services for veteran beneficiaries now served by the Tennessee Valley Healthcare System (TVHS) through referrals from the VA Chattanooga Community Based Outpatient Clinic (CBOC). The purpose of the resultant contract is to improve the ability of VAs healthcare system to care for the VAs enrolled veterans and to establish effective, high-quality relationships with a Chattanooga area hospital(s) to complement the VA system of care. A central goal of this contract is to ensure that all care delivered by VA whether through VA providers or through contracted services is of the same quality and consistency for veterans. The scope of the resultant contract is limited to authorized, eligible/enrolled veterans in the Chattanooga area referred by the Chattanooga CBOC for inpatient and outpatient care. Referrals would include evaluation and assessment in the emergency department of the contract receiving facility, and then hospitalization in an appropriate level of care. Tennessee Valley Healthcare System (TVHS) is seeking to enter into a contract with a hospital(s) located within ten (10) miles of downtown Chattanooga to serve veteran beneficiaries referred by the Chattanooga CBOC for inpatient and/or surgical services including but not limited to: Inpatient Professional (Physician Services) Inpatient Room and Board Blood Bank Diagnostic Services Therapeutic and Treatment Services Appropriate Follow-up Services Primary diagnostic categories for admitted patients are as follows: Cardiovascular System Respiratory System Digestive System Kidney and Urinary system Musculoskeletal and Connective System Endocrine and Metabolic System Internal Medicine Inpatient Mental Health Services are not included in this proposed contract. Payment for services will be based on a negotiated percentage reduction off current Medicare payment rates for facility, diagnostic, professional and other services provided in accordance with the resultant contractual terms and conditions. The candidate healthcare hospital(s)/ facility are required to be Joint Commission accredited. Clinical providers caring for VA patients are required to be credentialed, Board Certified and appropriately licensed. The VHA will continue assisting in management of veteran inpatient and emergency room care through this contractual alternative to the current system of referrals to TVHS campuses. Department of VA is looking for organizations capable of providing inpatient care and services, has skill in negotiating with providers, and can deliver a network of care that meets or exceeds VHA defined quality requirements and operating constraints. Identify hospital as stand-alone or part of an integrated healthcare system If part of an integrated system, provide brief information for each facility in the system. Identify number of acute care medical and surgical beds Identify number of medical and surgical or combined ICU beds What is the current average occupancy rate for medical beds? What is the current average occupancy rate for surgical beds? What is the current average occupancy rate for ICU beds? List number of Emergency Department Beds and Capabilities (Full Life Support, Trauma Level 1, etc.) Identify Specialties for which the hospital currently has physicians on staff Identify Specialties for which the hospital currently has existing arrangements with Physician Groups or Practices Identify Services of special note the hospital provides, i.e. invasive or non-invasive Cardiology, Neurosurgery, Robotics, etc. A draft solicitation for services is scheduled to be released shortly on the Fedbizopps website for industry comment.
