- This announcement is to Small Business, 8(a) Small Business, HUBZone Small Business, and Service-Disabled Veteran-Owned Small Business concerns that may be interested in performing a contract for the Mid-Pacific Region of the Bureau of Reclamation. The work to be performed is described below. Based upon response to this announcement, the Government may determine to set this acquisition aside or proceed with an unrestricted solicitation. The applicable North American Industry Classification System Code (NAICS) is 541990 and the related small business size standard is $7 million. This notice is not a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. Interested parties should include the following information in their response: (a) Business name, address, cage code, size classification based on NAICS size standard, socioeconomic classification (i.e. HUBZone, 8(a)), and a point of contact; (b) A positive statement of your intention to submit an offer for this solicitation as a prime contractor; (c) Evidence of your experience performing work similar in type and scope to the work in this announcement within the last five years. The evidence should include: contract numbers, project titles, dollar amounts and points of contacts with telephone numbers. Please do not include more than three past projects; and (d) Include attachments cataloging the company's equipment assets, personnel resources and financial resources that demonstrate company responsibility and capability to perform required work.(e) If bonding is required, also provide evidence of your bonding capacity; All interested parties are encouraged to respond to this notice, by e-mail to smuradyan@usbr.gov no later than the close of business on 08/17/2009. The information provided in this announcement is all information the Government has available at this time. There are no specifications, drawings, bid packages, or source lists available. The principal components of the work to be performed include: This requirement is for a Base, and 4 Option Years. The purpose is to provide additional water conservation expertise and assistance throughout the Bureau of Reclamation, Mid-Pacific Region (Reclamation). The Water Conservation Program was established in 1993 to administer the water conservation planning provisions of The Central Valley Project Improvement Act (CVPIA). CVPIA requires Reclamation to develop criteria for evaluating water conservation plans (Criteria) and to update those criteria at least every 3 years. The criteria are used to evaluate water conservation plans developed under the Reclamation Reform Act of 1982. Over 100 plans have been developed since the criteria were first established. Since each entity that contracts with Reclamation for water supply, is required to prepare a plan every 5 years, Reclamation has a continuing responsibility to evaluate plans, provide technical assistance to contractors developing the plans, and updating the criteria as required under CVPIA. The criteria also require that all contractors prepare annual updates that identify the progress they have made in implementing their plan. Technical assistance is required on occasion to assist the area water conservation specialists in the review of these updates. In addition, the Water Conservation Program has developed Refuge Water Conservation Criteria which will also undergo periodic review and revision. Service is comprised of the tasks listed below and requires mobile telephone support, work at the contractor's office and travel to water districts, Reclamation offices, and site visits throughout the Mid-Pacific Region. The Mid-Pacific Region includes California, Western Nevada and Southern Oregon. Response time required is within 24 hours for phone support and 5 business days for site visits. Technical Tasks Required: Assist Reclamation area office staff in providing technical support to contractors preparing water conservation plans and annual updates. Will require travel to any area office or water district within the Mid-Pacific Region, review of draft plans, and suggested improvements to plans. Assist Reclamation regional staff in design and prepare Refuge, Agricultural and Urban Water Conservation Criteria. This includes assistance in the continuing development of our existing version of; a water balance, reporting forms and tables, and preparation of a new refuge water conservation planning guidebook. Revise existing reporting forms including water inventory, the water balance, and background information. Modify and refine existing publications consistent with the Criteria. Revise the existing annual update forms and reporting method to be consistent with the Criteria. Assist Reclamation staff to design and prepare public workshops concerning Reclamation materials and procedures. This may include preparation of computer-generated slide shows in Power Point to facilitate workshops and provide information in a clear and consistent fashion. Revise the existing Plan database to be consistent with the Mid-Pacific Criteria. This database makes information from the Water Conservation Plans and annual reports easily accessible and useful to districts and Reclamation staff. Assist Reclamation staff and districts to efficiently find and use information contained in the database. Assist Reclamation staff to update, query and maintain the database. Work with Reclamation computer staff to make the Plan database available on the Internet. Assist Reclamation staff to review Water Conservation Plans and annual update reports. Assist Reclamation regional staff in accomplishing various small projects and reports concerning the Reclamation water conservation program. Central Contractor Registration (CCR) and Annual Representations and Certifications, as required by FAR 4.1102, apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the CCR database will make an offeror ineligible for award. Information on CCR registration can be obtained via the Internet at http://www.ccr.gov.
