Notice Type: Sources Sought REQUEST FOR INFORMATION ONLY.Synopsis: VA NY/NJ Veterans Integrated Service Network (VISN3) is seeking sourcescapable of providing VISN 3 CLINICAL LABORATORY REFERENCE TESTING forits medical centers and community outpatient clinics.This request for information (RFI) is posted for market researchpurposes ONLY. It is not a solicitation. Note: Any solicitationsubsequent to this RFI will be for a base plus four-option yearcontract.Basic Services: Basic services shall include the transportation ofclinical laboratory specimens to the Contractor's laboratory(s),performance of analytical testing as defined by the Contractor'sreference test manual, reporting of analytical test results, andconsultative services as required to provide the full scope of itslaboratory operations for VISN 3. The Laboratory must be capable ofperforming both routine and emergency (request and result within fourhours) tests, as well as specialized and esoteric tests. Direct Interface Required: The selected Contractor must have abi-directional data interface between its Laboratory Information System(LIS) and the VA's Hospital Information System (VistA), such thatelectronic lab orders placed in VistA are securely transmitted tovendor's LIS, and test results from vendor's LIS are securelytransmitted back to VistA electronically. This interface should utilizeindustry standards, such as HL7. Support for the interface (hardwareand software) must be directly from the vendor, and not via a thirdparty. Secure transmission implies compliance with HIPAA and otherrelevant laws and VA regulations. Licensing: All potential vendor reference laboratories must belicensed/accredited by the College of American Pathologists, the NuclearRegulatory Commission, Center for Disease Control, Medicare and/or otherstate regulatory agencies as mandated by federal and state statutes andmust be certified as meeting the requirements of the Clinical LaboratoryImprovement Act of 1988. Places of Performance: The Contractor will be responsible for processingspecimens from nine (9) medical centers located throughout the New YorkMetropolitan area [Bronx, Brooklyn, Manhattan, St. Albans (Queens), EastOrange, Lyons (NJ), Montrose (NY), Castle Point (NY), and Northport(Long Island)] as well as eighteen (18) outpatient clinics in variouslocations in this geographic area. "Sources Sought" Response Requirements: All interested parties shouldprovide the following information via e-mail to the Contracting Officerby the stated deadline: 1)Point of Contact (POC) information.2)Capability Statement and/or any other relevant companyinformation to the above requirements.3)Corresponding GSA/FSS Contract number, if applicable.4)IT Capability Statement / Proof of a "Direct Interface"currently in use at a VA Medical Center per the requirements set forthabove.5)Three relevant references from recent and/or current contracts,with POC info for each.Response date (Deadline): For planning and scheduling purposes, toinsure being included in our market research for this product, responsesmust be received no later than close of business on Wednesday, August19, 2009.
