- The 554th Electronic Systems Group, Wright-Patterson Air Force Base, OH awarded a sole-source contract to Deloitte Consulting, LLP to continue critical operations, technical support, and services on the Enterprise Information Technology Repository (EITDR) System. In accordance with the Federal Acquisition Regulation Part 8 and 15 procedures, the Government negotiated a bridge contract with Deloitte Consulting, LLP for the above services for the following period of performance: Base period, 05 Aug 09 - 31 Jul 10 and Option 1, 01 Aug 10 - 31 Jan 11. Using a FFP contract vehicle would severely impact all AF reporting requirements/ mandates for IT information/systems management impacting the President's Budget as the IT budget and investment decisions throughout the AF depends on accurate and timely information submitted through EITDR. A Time and Materials (T&M) contract vehicle provides the flexibility required to support our customer's time-sensitive requirements. With a T&M contract the Government can better leverage resources to support the most critical workload in order to meet our customer's deadlines. Without the flexibility of a T&M contract we would not meet our customer's deadlines, which is unacceptable. The EITDR PMO functions in a reactionary mode to support mandated policy requirements levied on this AF IT system of record. IAW DFARS 216.601(d)(ii)(B)(1) each order placed on a Time and Materials/Labor Hour basis for an indefinite-delivery contract, such as the GSA multiple award schedules, that also authorizes other contract types must be documented by a determination and finding to justify why a type other than Time and Materials is not used. Most of the processes with which the Contractor must comply when developing and testing the solutions are extensively defined by Government regulation. The Time and Material/Labor Hour contract type allows the Government to pay for only those services actually ordered and performed under the contract and eliminates the risk of potential overpayments under a fixed price contract where the actual requirement needed could be far less than what has been contracted. In addition, the Time and Material/Labor Hour contract type mitigates the need for recurring adjustments to fixed prices as the requirements increase due to unforeseen events or Engineering Change Proposals, particularly for DIACAP.
