- THIS ANNOUNCMENT MODIFIES A PREVIOUSLY ISSUED PRE-SOLICITATION NOTICE ISSUED ON MAY 19, 2009 REFERENCE RFP NO. M09PS00067 SUBJECT: OIL AND GAS RESOURCE AND ECONOMIC EVALUATION MODELING SOFTWARE FOR THE OUTER CONTINENTAL SHELF (OCS) On May 19, 2009, the U.S. Department of the Interior, Minerals Management Service (MMS), Procurement Operations Branch issued a pre-solicitation notice for a procurement entitled Oil and Gas Resource and Economic Evaluation Modeling Software for the Outer Continental Shelf (OCS). The objective of the effort is to acquire a customized commercial software package and technical support enabling MMS to conduct resource and economic evaluation of OCS tracts, based on a diverse set of economic, engineering, geological, geophysical, and other input parameters. The customized software needs to be able to carry out Discounted Cash Flow Analysis, while evaluating multiple exploration and production scenarios on a per-tract (OCS lease block) basis. It should be able to compute Minimum Economic Field Sizes (MEFS) related to oil and gas development projects, allow for fixed and sliding scale royalties, and utilize stochastic oil and gas price modeling concepts. The desired outcome of this effort is to replace the existing proprietary Offshore Energy and Minerals Management (OEMM) Tract Evaluation Model with the customized software in order to improve the current economic modeling capabilities of OEMM, to incorporate industry evaluation techniques into the MMS workflow, and to provide alternative, non-Government sources of software solutions and user support. PRE-SOLICITATION CONFERENCE Before awarding a contract, the MMS Procurement Operations Branch, the contracting office for this procurement and the resultant contract administration, plans to issue a Request for Proposal (RFP). In anticipation of the release of the RFP, MMS is scheduling an Internet-based pre-solicitation conference to discuss the project and the anticipated work in order to improve the understanding of the Governments requirement, in accordance with FAR 15.201. The conference is scheduled for August 20, 2009 at 10:00 a.m. ET and will be conducted via Internet-based NetMeeting, with a dial-up audio conferencing. The initial meeting is expected to take approximately one hour and will be followed by optional one-on-one telephone sessions with MMS program personnel to discuss the draft RFP and other issues related to the project. Specific instructions for making contact for the one-on-one sessions will be provided during the conference call. Any potential Offerors interested in attending the Internet-based pre-solicitation conference must notify Lisa A. Algarin, the Contract Specialist, no later than 2:00 p.m. ET, August 14, 2009 at lisa.algarin@mms.gov. Upon request, a copy of the draft RFP will be provided via email, in addition to the dial-up information for the NetMeeting. It is requested that initial questions arising from review of the draft RFP be submitted the day before the conference (August 19, 2009) to Ms. Algarin via email.
