Description
This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals, however, all information received within fifteen days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers, Mobile District, is conducting a market survey to identify sources for brine solutions that are 100% compatible with Dynalene HC-40 brine. The Mobile District Corps of Engineers is currently designing the Two Step Turbine Engine Dry Air Capability Project (TEDAC), Phase 2 at Arnold AFB, TN. TEDAC Phase 2 requires the demolition and replacement of two existing refrigeration systems (total capacity less than 6000 tons of refrigeration) supplying refrigerated brine to a 42 foot diameter by 150 foot long cooler used to dry process air. The process air is used for jet engine testing. Leakage of the cooling coils contained inside the cooler would introduce brine into the air stream and into the intakes of the jet engines. Pratt & Whitney and General Electric are two major engine manufacturers utilizing test cells at Arnold AFB. Pratt & Whitney evaluated 19 brines in 2006 and reported that Dynalene HC-40 is the only acceptable fluid that their engine assemblies can tolerate where coil leakages are present. General Electric has approved Dynalene HC-40 as well. Brines must be a Commercial Off The Shelf (COTS) product and must also be endorsed by each manufacturer as an acceptable brine. Brines must meet the following requirements for consideration as a substitute for Dynalene HC-40: 1) NFPA ratings of 1 for Health, 0 for Flammability, and 0 for Reactivity 2) No EPA reportable spill quantity 3) Heat Capacity of.66 btu/(lbm deg F) or greater at -40 deg F 4) Freeze Point of -60 deg F or less 5) Low Corrosion Potential for carbon steel, aluminum, cast steel, brass, copper, nickel, bronze, stainless steel, and cast iron. This request is not a request to be placed on a solicitation mailing list. It is for information only and is not a request for proposal (RFP) or announcement of a solicitation. The purpose of this Sources Sought request is to obtain sources for brines endorsed by each manufacturer. If no sources exist that can fully meet the engine manufacturers certification and endorsement (100%), then it is the Governments intent to specify this Brand Name for use in the Two Step Turbine Engine Dry Air Capability Project (TEDAC), Phase 2 and/or other facilities. Firms interested in being considered shall provide manufacturers name, product data and written statement of compatibility. The written statement of compatibility shall include engine manufacturer backup information and support documentation. The Government will not pay for any material provided in response to this synopsis nor return the data provided. Costs to test and evaluate acceptable brines shall not be the responsibility of the Government. The results of this synopsis will be considered to be in effect for a period of one year from the date of publication of this notice.
