- NAICS Code: 811219 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Applied Biosystems, 850 Lincoln Centre Drive, Foster City, CA 94404, for the acquisition of a performance (maintenance service)agreement for a specific API3000 MS/MS System, the agreement shall include: (1) Guaranteed Priority Response, Service at site within 2 business days (telephone response from service engineer within three hours of services request); (2) Factory-trained and Certified engineers; (3) Labor & Travel Fees included; (4) Two Scheduled Planed Maintenance Visits to ensure optimal performance of the instruments; (5) Covered Replacement Parts, all parts must be certified and guaranteed to optimize instruments performance and reliability; (6) Priority Technical Assistance Center Support, Immediate telephone and email access to senior factory-trained engineer instrument technical support: (7) Priority application technical phone support, Immediate telephone access to application technical support: (8) Smart Monitoring, Remote access capability for collaborative troubleshooting, diagnostics and problem solving with real-time error reporting notifications; (9) Formal Escalation Procedure/Process, Applied Biosystems Global Service Engineering and Manger work proactively to address all instrument issues in accordance with there escalation guidelines; (10) advanced Services Dignostics, only Applied Biosystems services engineering have full and exclusive access to instruments disgnostics software; (11) Cuurent on the latest technology and techniques, Only applied Biosystem service engineers have full and exlusive access to latest technical development, repairs procedure, application updates, and planned maintenance procedures. Applied Biosystems has exclusive copyrights, patents, and/or trade secret ownership and therefore the only vendor that can satisfy the requirement. In order to ensure correct instrument operation, the circumstance permitting is FAR 13.106(b) "only one source reasonably available". The intent of this notice is to determine if any other source(s) exist and therefore, no solicitation (RFQ) is available. Consequently, any response failing to demonstrate contractor's ability to provide maintenance of the instrument and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
