- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries, Protected resources Division, St. Petersburg, FL intends to award a Purchase Order to The Nature Conservancy (TNC) to implement portions of the Recovery/Management Plans for the Savannah River Population of Shortnose Sturgeon by Assessing, Spawning, and Associated Habitat Availability and Utilization. DESC: The Nature Conservancy (TNC), with their partners the South Carolina Department of Natural Resources (SCDNR) and the Southeastern Natural Sciences Academy (SNSA), is uniquely qualified and the only known resource available to provide the services required for this project within the required time period. This project requires the continued collection of information from tagged fish within the Savannah River; the tag frequencies are the propriety property of TNC and SCDNR. An ESA Section 10 research permit is required to tag the additional individuals for the continuation of the study; SCDNR possesses the required permit to handle and surgically implement shortnose sturgeon specifically in the Savannah River with internal tags. The Nature Conservancy (TNC) in collaboration with the South Carolina Department of Natural Resources (SCDNR), the Army Corps of Engineers (COE) and the National Marine Fisheries Service (NMFS) will; • Facilitate management of essential habitats for the recovery of Savannah River shortnose sturgeon; • Provide critical information on the quantity and quality of essential habitat for shortnose sturgeon; • Provide verification of spawning and biological information on the timing and location of shortnose sturgeon spawning; • Provide information for the adaptive management of ecosystem flow restoration for the Savannah River; and, • Use the Savannah River as a model to help facilitate ecosystem flow restoration for the management of endangered species in other U.S. rivers. To be considered, firms must furnish detailed information concerning their capability to provide the services and satisfy or exceed the Government's needs. Such information shall include, at a minimum, name, telephone number and address of concerns for whom you have furnished this service previously, and detailed narrative that described your facility and ability to provide this service. This notice is for a service for which the Government intends to solicit and negotiate with only one source The Nature Conservancy. The Eastern Region Administrative Division (ERAD), requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR). No award can be made unless the vendor is registered in CCR. For additional information and to register in CCR please access the following website: http://www.ccr.gov/. The government now requires all contractors submit their Certification and Representation thru the on-line Interested parties must respond within (10) days after publication of this notice. If no affirmative responses are received, the government intends to issue a purchase order to Wildlife computers.
