Description
The United States Environmental Protection Agency (EPA) is currently seeking sources for a follow-on requirement to support the Office of Pesticide Programs (OPP) in providing pesticide exposure assessments and relevant information necessary for EPA to fulfill the requirements of the Pesticide Registration Improvement Act (PRIA), Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), Food Quality Protection Act (FQPA), Federal Food, Drug, and Cosmetic Act (FFDCA), the Pollution Prevention Act, and any other Executive Order or legislative requirement. This is a sources sought synopsis only. This is not a solicitation announcement. No contract will be awarded from this notice. No reimbursement will be made for any cost associated with providing information in response to this notice. The proposed requirement mentioned herein is being considered for Small Businesses, Small Disadvantaged Businesses, 8 (a) Businesses, Women-Owned Businesses, Service Disabled Veteran-Owned Small Businesses, Veteran-Owned Small Businesses, and Hub-zone Certified Small Businesses. The government will use responses to this sources sought notice to make appropriate acquisition decisions. The Headquarters Procurement Operations Division, Office of Acquisition Management is currently seeking small businesses that can perform the requirements of the Performance Work Statement (PWS). The contractor shall be prepared to provide scientific/technical support for EPA activities in furtherance of the Agency?s primary mission, the protection of human health and the environment. The PWS falls under the North American Industry Classification System (NAICS) code 541690. Interested firms must demonstrate in their qualifications statement that they are qualified to perform all of the PWS tasks under this NAICS code. In order to perform duties under this requirement, the contractor will need to be authorized for access to FIFRA confidential business information (CBI). The contractor and all of its employees handling CBI while working under the contract will be required to follow the procedures contained in the FIFRA Information Security Manual which include applying for FIFRA CBI access. In addition, the contractor is required to comply with Federal Acquisition Regulation (FAR) clause 52.219-14 Limitations on Subcontracting (Dec. 1998). In the response to the sources sought, small businesses must sufficiently demonstrate the ability to perform at least 51% of the cost of any resultant contract and more specifically capability in the technical aspects of performing under a government contract. The Draft PWS and associated Government Performance Specifications are posted on the following webpage http://www.epa.gov/oamhpod1/oppts_grp/0913464/index.htm. The resultant contract is anticipated to be Cost Plus Fixed Fee with a twelve (12) month base period and the possibility of four twelve (12) month option periods. Work may be ordered through the issuance of work assignments. The contractor shall provide all personnel, materials, and equipment necessary to perform the PWS. Interested small businesses of all the categories stated above should provide the EPA with appropriate documentation (i.e., a detailed capability statement and/or relevant past performance history documenting its ability to perform similar PWS requirements). Standard company brochures are not desired.
