- The United States Environmental Protection Agency (EPA) is currently seeking sources for a new requirement to support the Office of Pesticide Programs (OPP) with technical capabilities in the areas of science policy, risk assessment, and guideline development for EPA to fulfill the requirements of the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA). This is a sources sought synopsis only. This is not a solicitation announcement. No contract will be awarded from this notice. No reimbursement will be made for any cost associated with providing information in response to this notice. The proposed requirement mentioned herein is being considered for Small Businesses, Small Disadvantaged Businesses, 8(a) Businesses, Women-Owned Small Businesses, Service Disabled Veteran-Owned Small Businesses, Veteran-Owned Small Businesses, and Hub-zone Certified Small Businesses (from this point forward in this notice reference will be made to ?Small Businesses?). The government will use responses to this sources sought notice to make appropriate acquisition decisions. The Headquarters Procurement Operations Division, Office of Acquisition Management is currently seeking Small Businesses that can perform the requirements of the Performance Work Statement (PWS). The contractor shall be prepared to provide scientific/technical support for EPA activities in furtherance of the Agency?s primary mission, the protection of human health and the environment. The PWS falls under the North American Industry Classification System (NAICS) code 541620. Interested firms must demonstrate in their qualifications statement that they are qualified to perform the PWS tasks under this NAICS code. In order to perform duties under this requirement, the contractor will need to be authorized for access to FIFRA confidential business information (CBI). The contractor and all of its employees handling CBI while working under the contract will be required to follow the procedures contained in the FIFRA Information Security Manual which include applying for FIFRA CBI access. During the life of this contract additional clearances, such as those required under the Toxic Substances Control Act (TSCA) may also be added; with regard, the contractor and all of its employees will be required to follow the procedures contained in the TSCA CBI Protection Manual. In addition, the contractor is required to comply with Federal Acquisition Regulation (FAR) clause 52.219-14 Limitations on Subcontracting (Dec. 1998). In the response to the sources sought, Small Businesses must sufficiently demonstrate the ability to perform at least 51% of the cost of any resultant contract and more specifically capability in the technical aspects of performing under a government contract. The Draft PWS is posted on the following webpage http://www.epa.gov/oamhpod1/oppts_grp/0913541/index.htm. The resultant contract is anticipated to be Cost Plus Fixed Fee with a 12-month base period and the possibility of four 12-month option periods. Work may be ordered through the issuance of work assignments. The contractor shall provide all personnel, materials, and equipment necessary to perform the PWS. Interested Small Businesses should provide the EPA with appropriate documentation (i.e., a detailed capability statement and/or relevant past performance history documenting its ability to perform similar PWS requirements). Standard company brochures are not desired. Interested concerns who believe they have the capability to provide the required services as defined in the PWS are invited to submit a Qualifications Statement not to exceed 10 pages. Responses should also include the following information: company name, address, point of contact, phone number, email address, and business type.
