- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format of FAR Subpart 12.6, in conjunction with FAR Part 13.5 as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. This procurement is being issued as a request for quotation. Submit offers on RFQ9084. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-35 dated July 14, 2009. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and small and small disadvantage businesses are encouraged to submit proposals. The associated North American Industry Classification System (NAICS) Code is 334516, which has a size standard of 500. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure a protein crystallization system based on the following specifications: Dimension--Should not exceed 29'' W x 16'' D x 22'' H when fully setup; Technology: 1) The instrument should have the capability to fill reservoirs of the crystallization plates with up to 100 uL of the screening solutions; 2) The instrument should have the capability to fill the crystallization mixtures with 100 nL to 2 uL of protein as well as 100 nL to 2 uL of screening solution; 3) Non-contact dispensing; 4) Multichannel dispensers: 96 syringes for mother liquid transfer, 3 dedicated syringes for protein dispensing; 5) Dynamic dispense range: 96 channel head: 0.1 µL to 100 µL, protein dispensers: 20 nL to 20 L; 6) SynQUAD technology, a proven non-contact dispensing method involving coupling of a high-speed micro solenoid valve with a high-resolution syringe pump and synchronisation of the dispense system (valve and pump) with the translation stage. The valve should be close to the tip, important since moving the valve further from the tip decreases precision of the dispensing; 7) Handles 24- to 1536-well plate formats; 8) Speed: <30 seconds for filling up a 1536-well plate with 500 nl; 9) Accuracy: ± 7% at 50 nL, ± 5% at 100 nL; 10) Precision Per Channel: < 7% CV for 100 nL, < 5% CV for 200 nL to 500 nL; 11) Consumables: Non-contact technology with efficient tip washing to eliminate risk of carry over removes the requirement for expensive disposable tips. The system should not require the use of disposable pipette tips. Non-contact technology with efficient tip washing eliminates any risk of carryover; 12) Customizable and easy to use software, Windows 2000, XP compatible GUI. Award will be based on: 1) the capability of the item offered to meet the above stated salient characteristics; 2) warranty; and 3) price. Warranty information to include period and coverage, shall be stated. Inside delivery shall be 30 days after receipt of order (ARO). Delivery will be made to Bethesda, MD, 20892. The FOB point shall be Destination. This will be a firm-fixed price contract. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.203-15 Whistleblower Protections Under the American Recovery and Reinvestment Act of 2009; FAR 52.204-11 American Recovery and Reinvestment Act-Reporting Requirements; FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-2 Evaluation-Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.406-7 Central Contractor Registration (2003).
