Description
The Department of health and Human Services, Assistant Secretary for Preparedness and Response (ASPR), Office of Preparedness and Emergency Office of Preparedness and Emergency Operations (OPEO) intends to enter into a noncompetitive contract with the Center for Biosecurity at the University of Pittsburgh Medical Center (UPMC). UPMC will conduct an evaluation of the Emergency System for Advance Registration of Volunteers Health Professionals (ESAR-VHP) Program. UPMC has previous unique experience evaluating ASPR's Hospital Preparedness Program, of which ESAR-VHP is an integral part. Specific Tasks Include the Following: 1. Assess the ESAR-VHP program, including existing capability and capacity, current requirements and identification of any gaps between the two. 2. Evaluate the effectiveness and efficiency of the Emergency System for Advance Registration of Volunteer Health Professionals (ESAR-VHP) program. 3. Describe and assess the impact of the ESAR-VHP program within the guidelines and compliance requirements using both qualitative and quantitative methodologies to include best practices and lessons learned. 4. Develop best practices and policy recommendations related to the ESAR-VHP program. No solicitation is availabile for this procurement, however sources that believe they meet the capabilities and requirements to perform the work described above may submit a one page capability statement to Deborah patrick @ Deborah.Patrick@hhs.gov by 3:30 p.m. est. on Friday, August 21, 2009.
