- Description
- The United States Department of Agriculture (USDA), Food Safety and Inspection Services (FSIS) plans to issue a Request for Proposal (Sol. No. AG-3A94-S-09-0078) for services to provide Enforcement, Investigations, and Analysis Officers (EIAO) Training. The EIAO will support in-plant inspection personnel in verifying Hazard Analysis and Critical Control Point (HACCP) systems adequacy; facilitate industry innovation; outbreak prevention and containment; apply risk analysis; improve compliance through effective communication with industry; and address unique problems that require a comprehensive, interdisciplinary approach. The procurement is being conducted as a Commercial Item acquisition under FAR Part 12. The contractor will be responsible for providing all training curriculum, facilities for training the students, and providing lodging for the students. This include providing students copies of all FSIS developed materials; provide 3 college credit hours for the non-FSIS portion of the materials; provide on-going students assessment through tests and exams; provide tutoring on an as-needed basis; provide space for a total of 4 weeks (includes all components of training); provide instructors for non-FSIS portion of training; provide single room lodging; provide a follow-up electronic communication system; provide three textbooks – “HACCP: a Systematic Approach to Food Safety”, “I Can See you Naked” and “Quality Audits for Improved Performance”; and provide FSIS with roster of those that attended the training.. The Agency has a need to train a total of approximately 80 individuals. It is anticipated that two classes will be offered each year and each class will last four weeks. Approximately half of the class time instruction will be developed and presented by FSIS. The other half will be the responsibility of the contractor. The contractor shall provide a curriculum that contains the following: Food Microbiology – Pathogens associated with Raw Products (slaughter, raw ground, raw not ground), - Pathogens associated with fully cooked, not shelf-stable products, - Pathogens associate with shelf stable products ; Design of Hazard Analysis and Critical Control Point (HACCP) and Sanitation Standard Operation Procedures (SSOPSs); Epidemiological Investigate Techniques; Auditing; Finding and Applying Scientific Information; Statistics; Collecting/Handling Evidence; Behavioral Analysis; Public Speaking; Computer Applications; Report Writing; Interviewing Skills; Dealing with Difficult People; Ethics, Integrity and Professionalism; Cultural Diversity - Working in a Multi-cultural Society; and Use of Digital Photography. Offerors are required to submit a technical and price proposal for evaluation by the Government. It is anticipated that a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract will be awarded. The period of performance will be for a 1-year base period and four 1-year options periods. Award will be made to the offeror who submits the proposal considered most advantageous to the Government considering price and technical evaluation factors. The award will contain provisions for issuance of firm-fixed price task orders. All qualified responsible sources may submit an offer which shall be considered by the agency. The offers must conform to the RFP instructions and be received by the closing date specified in the RFP. The anticipated release date of the RFP is on or about August 17, 2009, with an anticipated offer due date of on or about September 1, 2009. The firm date for receipt of offers will be stated in the RFP. Oral communications are not acceptable in response to this notice.
