Develop Functional Assessment Models for Wetland Resources Present in Texas within the Fort Worth and Tulsa Districts and Stream Resources Present in Texas within the Fort Worth, Tulsa, and Galveston Districts. The objective is to prepare two functional assessment models, one for use with wetlands and the other for use with streams. A functional assessment model is a tool that will allow regulatory agencies to assess the overall ecological health of wetlands and streams. The information to be input into the model will include physical and biological data, such as plant diversity, flooding patterns and channel stability, in addition to other data. Development of these tools will substantially assist the USACE and the regulated public with respect to quantifying adverse impacts to waters of the U.S. pursuant to Section 404 of the Clean Water Act (Section 404) and Section 10 of the Rivers and Harbors Act of 1899 (Section 10). These tools will also assist in identifying appropriate and adequate mitigation, (identifying the correct types of projects and acreage or linear feet of work required to offset impacts to wetlands and streams). NAICS code is 541330. Small Business Size Standard is $4.5 Million. Estimated Cost is $300,000.00.
