- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS THAT HAVE BEEN AWARDED ENVIRONMENTAL PROTECTION AGENCY (EPA) TARGETED BROWNFIELDS ASSESSMENTS (TBA) CONTRACTS The purpose of this notice to announce the intention to competitively award a Task Order from the Targeted Brownfields Assessments (TBA) Contracts Request For Offer # 33. The period of performance will be from September 14, 2009 though September 27, 2010. The contractor shall conduct a Phase I Brownfields Site Assessment and Report, as well as Phase II on-site reconnaissance, Sampling Analysis and Monitoring Plan, Phase II Brownfields Site Investigation, Analysis of Field Investigation Samples, Disposal of Investigation-Derived Waste, and Draft and Final Phase II Site Investigation Reports. The overall objective of the Targeted Brownfields Assessment is to: 1) determinate more fully the types and general extent of soil and groundwater contamination on site; 2) determine, using published Pennsylvania State and federal risk-based regulatory standards, the risks posed by contamination; 3) develop potential alternatives for clean-up; and 4) estimate order of magnitude costs of implementing the clean-up alternatives that would help support decision making concerning future redevelopment of the Brownfield site. The site is located in Allentown, Pennsylvania. The American Recovery and Reinvestment Act (ARRA) contains specific acquisition requirements that must be met when using appropriated funds from the Act, including the need for acquisitions to be in accordance with the FAR and, to the maximum extent practicable, awarded as fixed-price (FP) contracts using competitive procedures. However, the Office of Management and Budget's guidance allows for the use of other than FP contracts. Although the Agency's Office of Brownfields and Land Revitalization (OBLR) contracts were not awarded as FP contracts, they were awarded competitively, and each contract structure was selected to provide the contractor with the greatest incentive for efficient and economical performance, given the types of services to be performed. The existing OBLR contracts have sufficient qualified acquisition personnel to provide appropriate contract administration and oversight to monitor contract performance to mitigate the Government's risk. In order to meet the requirements of the Act in the most prudent business manner within the time constraints imposed, existing OBLR contracts are the most appropriate contractual vehicles consistent with Agency plans that promote the goals of the ARRA.
