Description
The Government intends to enter into a firm fixed-price contract with solicit and negotiate with only one source, LGS Innovations LLC, 5440 Millstream Rd, Ste 210, McLeansville, NC 27301-9274. The procurement will be conducted on a sole source basis in accordance with the statutory authority of Test Program for Commercial Items, Section 4202 of the Clinger-Cohen Act of 1996 as codified at 10 USC Sec. 2304(g)(1)(B), and amended by Section 807 of the Ronald Reagan National Defense Authorization Act of 2005 under the authority of FAR 13.501(a)(1)(ii), to Provide and Install Digital Network Unit (DNU) Synchronous Optical Network (SONET) trunk unit and two STSX-1 packs on the existing Alcatel-Lucent Class 5 Electronic Switching System (5ESS) located on Fort Campbell, KY. Restricting competition is based on 1) Equipment must be certified by the Joint Interoperability Test Command (JITC) under the Defense Information Systems Agency (DISA) (website: http://jitc.fhu.disa.mil/) to connect to the existing 5ESS Switch Module; 2) The Alcatel-Lucent DNU SONET (DNU-S) has been certified by JITC for use with the Alcatel-Lucent 5ESS Switch to provide growth of the trunk unit; 3) Use of any other manufacturers equipment other than Alcatel-Lucent or installation by any other vendor other than LGS Innovations would void warranty of the equipment and installation services. All equipment must be integrated into the existing communications system on Fort Campbell, KY. The NAICS code for this procurement is 334210 and the small business size standard is 1,000 employees. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Competition and awarded on an unrestricted basis. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however any firm that believes it can meet the requirements may give written notification to the Contracting Officer not later than 27 August 2009, 2:00 p.m. (CDT). Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation with LGS Innovations.
