- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Manchester Field Station, Port Orchard, WA on a sole source basis with the Washington Department of Fish & Wildlife. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will measure the adult return and marine survival of wild Big Beef Creek steelhead and to characterize life-history parameters for the stock. Some of the tasks will include: trap and collect biological information on adult steelhead along with an annual data report including the number of steelhead captured on each date or operations and the number of steelhead sub-sampled for biological data collection. The Washington Department of Fish & Wildlife was identified by program office as the only source that can complete the work on this project. The Washington Department of Fish & Wildlife is the only known entity capable of trapping adult steelhead and taking biological samples from Big Beef Creek in Hood Canal because WDFW operates the McKernan Fish Hatchery which is the only hatchery on the Skokomish River watershed with the capability to rear steelhead and return then to the Skokomish River which is regulated by the Northwest Fish Health Protection Committee. The government intends to negotiate a firm-fixed price contract with a period of performance that will start from date of award to one year from date of award. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government. This is a small purchase action estimated value not to exceed $100,000.00. ***The Western Regional Acquisition Division requires that all contractors doing business with the Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
