Description
This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. Solicitation number TB-0001-H-09-FLAG applies and is issued as a Request for Quotation (RFQ) in conjunction with FAR Part 13, Simplified Acquisition. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-35. This 100% small business set-aside. The NAICS code is 321999 and the applicable size standard is 500 employees. The anticipated contract type will be a firm-fixed price purchase order. The Government's need is for: CLIN 0001: U.S. Burial Flags will be 5' x 9' 1/2" in size, made of 100% cotton with stars individually embroidered. The flag must be wholly manufactured in the United States of America. QTY: 1000 ea. CLIN 0002: Flag case will be constructed or solid walnut with a walnut finish and of sufficient size to accommodate a folded 5' x 9' 1/2" U.S. burial flag. The case must open from the front with a hinged lid and have hidden magnetic closures. An Air Force seal/medallion will be affixed to the outside of the lid of the flag case. In the upper lid, of the opened case, an insert panel, manufactured in a medium to dark blue velvet or like material, capable of being removed for placement of military decorations and accounterments must be affixed. It is optimum that the panel be secured with Velcro strips for ease of placement of the decorations and accounterment. QTY: 1000 ea. Evaluation Factors: The Government intends to make single award to the responsible offeror whose offer is the most advantageous to the Government considering overall best value, price and non-price factors considered. The following Provisions and Clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52.212-3 Offeror Representations and Certification Commercial Items, FAR 52.212-4 Contract Terms and Conditions Commercial Items, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, 52.219-6, Notice of Total Small Business Set Aside (June 2003), 52.225-1, Buy American Act-Supplies (Feb 2009), FAR 52.232-1 Payments, FAR 52.232-25 Prompt Payments, FAR 52.252-1 Solicitation Provisions Incorporated By Reference and FAR 52.252-2 Clauses Incorporated by Reference. 52.232-33 Payment by Electronic Funds Transfer- Central Contractor Registration (Oct 2003). The following FAR clause also applies to this combined synopsis/solicitation: 52.252-6, Authorized Deviations in Clauses (Apr 1984), 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports (Mar 2008), 252-232-7010, Levies on Contract Payments (Dec 2006), 5352.201-9101, Ombudsman (Aug 2005), are also applicable. Responsible offeror must be active in the Central Contractor registration on in accordance with FAR 52.204-7. DUNS, TIN, and CAGE Code must be written on submitted quote.
