- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W58RGZ09R0575. AMCOM Contracting Center intends to procure Performance Based Logistics (PBL) for the Apache (AH-64D) D Unique components. The nature of this contractual action will be a new follow-on five year requirements type contract with one base year and four (4) program years. Apache AH-64D Airframe Unique components are those components that are either manufactured or procured by the Contractor, which are found only on the AH-64D Longbow Apache helicopter. Except for War Replacement new build AH-64D Longbow Apache helicopters, the vast majority of AH-64D aircraft have been procured by the Army by means of multiple remanufacturing contracts which have converted AH-64 A model Apaches to AH-64 D model Longbow Apaches. This contract will not cover A unique or A/D common parts which are procured under separate contracts. Except for Government Furnished Equipment (GFE), the PBL program contractor will be required to provide all other equipment, material, labor, facilities, technical support and screening, performance tracking of hardware and software, to include technical publications and Integrated Electronic Technical Manuals (IETMs), and other logistical support resources and engineering services deemed necessary to support and sustain Apache Longbow Airframe D Unique Components. The specific PBL support services required of the PBL contractor will include depot-level component repair for highly complex items, below depot level repair support, system component support, unique consumable items supply, test equipment support, and the necessary supply / retrograde transportation infrastructure up to and including delivery of serviceable components to U.S. Government (USG) specified Supply Support Activities (SSA), and a comprehensive obsolescence management program to identify, prioritize risks, and develop solutions. These PBL services also include the performance of supply chain management for all Apache D unique airframe components; Stock, store and maintain inventory; Issue required Apache unique airframe components to AMCOM Life Cycle Management Command (LCMC) specified delivery points; Receive retrograde of unserviceable, reparable Apache D unique components to include packing and shipment of retrograded items; Load software updates using USG provided load stations; Configuration management of D unique components and equipment including aircraft integration efforts. This procurement is sole source to McDonnell Douglas Helicopter Company, doing business as McDonnell Douglas Helicopter Systems (MDHC), a wholly owned subsidiary of The Boeing Company, Commercial and Government Entity (CAGE) Code 8V613, 5000 East McDowell Road, Mesa, AZ 85205. The authority permitting other than full and open competition is 10 United Stated Code (U.S.C.) 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, entitled Only one or a limited number of responsible sources, and no other supplies or services will satisfy agency requirements. Only Boeing possesses the required maturity in the pertinent technologies and associated disciplines to perform this requirement. Additionally, the product support data required is not readily available to prohibitively significant delays and/or failures due to the enormous learning process involved and lack of technical support expertise available. As the current sole responsible source for product configuration management, MDHC is the only source capable of possessing the knowledge of the most recent capabilities, interface requirements with the Apache Longbow weapon system. All responsible sources may submit a proposal, which shall be considered by the Agency. Offerors are encouraged to contact The Boeing Company, for subcontracting opportunities on this effort.
