Description
Synopsis: This is a sole source combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisitions Regulation (FAR), Subpart12.3 as supplemented with additional information included in this notice. The Government intends to solicit, negotiate, and purchase the proposed purchase order with Integrated System Solutions, INC. (ISSI), located at 22685 Three Notch Road, Suite B, California, MD 20619 on a sole source basis. This announcement constitutes the only solicitation. A proposal is being requested and a written solicitation will not be issued. Purchase Order Number N00421-09-P-0555 will be generated in response to the proposal resulting from this solicitation. The applicable NAICS is 541330. The work entails the validation of levels of expansion associated with the cold expansion process and of ensuring adequate improvement will be imparted on structural components. For E-6 Service Life Extension Program (SLEP) coldwork validation & verification (CVV), the USN requires assessment of coldworking fastener holes via fatigue testing and x-ray diffraction of dog-bone specimens. The contractor shall provide engineering and support services. The following tasks shall be performed: 1) Conduct the coldworking process on manufactured specimens above to various levels of cold expansion as identified by the Government. 2) Conduct x-ray diffraction measurements (map residual effects) on specimens as identified by the government. 3) Deliver report consisting of x-ray diffraction measurements detailing lab set-up methodology and results for each specimen. 4) Implement and deliver proper stress spectrum for fatigue testing of specimens. 5) Conduct fatigue testing of specimens. 6) Attend meetings as necessary. Award is expected by 1 September 2009. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 31 August 2009 will be considered by the Government for future procurements. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. The Government will not pay for any information received.
