- This is modification 3 to the synopsis entitled ISS MISSION INTEGRATION CONTRACTwhich was posted on March 27, 2009. You are notified that the following changes are made:The intent of this modification is to solicit comments from industry. The current MICStatement of Work is located on the acquisition websitehttp://procurement.jsc.nasa.gov/issmic. The draft Work Breakdown Structure (WBS) forthe follow-on procurement is attached to this modification. These documents are forinformation and planning purposes and to allow industry the opportunity to verifyreasonableness and feasibility of the requirement, as well as promote competition. Industry is invited to provide inputs in the following specific areas: 1. Russian Labor Rates: As shown in the draft WBS, the Government is currentlyenvisioning a contract structure that consists of Firm-Fixed-Price (FFP) and Fixed-PriceIndefinite-Delivery Indefinite-Quantity (IDIQ) task orders using Fixed Rates. Discussyour views specific to this contract as to the viability of using fixed rates for Russianlabor.In addition, discuss ways in which the Government could address any issues withRussian labor rates, within a Fixed-Price environment.2. Performance Incentives: Discuss your views, specific to this contract, with regard toeffective performance incentives within a Fixed-Price environment.In accordance with FAR 15.201(e), responses to this notice are not offers and cannot beaccepted by the Government to form a binding contract. The Government is under noobligation to issue a solicitation or to award any contract on the basis of this RFI. TheGovernment will not pay for any information solicited. No evaluation letters and/orresults will be issued to the respondents. You are requested to provide electronicresponses via e-mail to the Contract Specialist, Jenny Arkinson, atjanet.g.arkinson@nasa.gov. Your response is required by 4:00 p.m. CDT on August 24, 2009.The Government intends to review the responses submitted by Industry. This data will notbe shared outside the Government. The Government may use this data to refinerequirements. Data that is submitted as part of Industrys response that is markedProprietary will not be reviewed.Documents related to this procurement will be available over the Internet. Thesedocuments will reside on a World Wide Web (WWW) server, which may be accessed using a WWWbrowser application. The Internet site, or URL, for the NASA/JSC Business Opportunitieshome page is http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=73 No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service.
