- RECOVERY - THIS OPPORTUNITY IS UNRESTRICTED and will be available to all business sizes. The USFWS has a requirement to repair 2.8 miles of the unit 8 water delivery system at Malheur, National Wildlife Refuge. The project includes repair of various components such as pipes, gates, ditches and replacement of others to restore the effectiveness of the system. This will be best value procurement with award based on past performance with similar requirements and price. Past performance is more important than price. Solicitation number 10181RR825 will be posted in approximately 15 days and may be viewed via a link to the National Business Center Interior Electronic Acquisition System-Electronic Commerce at www.fedbizopps.gov. or www.nbc.gov. Prospective bidders will have approximately 15 days from the posting date to respond to the solicitation. For assistance in downloading information from the National Business Center contact the help desk at (703) 390-6633. Interested contractors must be registered in the Central Contractor Register (CCR) and complete Online Representations and Certifications (ORCA) at www.bpn.gov. This will be a Firm Fixed Priced Contract. A pre-bid site inspection is strongly suggested. The NAICS code is 237110 and the size standard is $33.5 million. The project magnitude is between $100,000 and $250,000. The project number is RIBG and the Treasury symbol is 1409/101613. The work will commence upon receipt of approved permitting but no later than September 1st, 2009 and be completed by February 15th, 2009. If funding is available at time of award, the contractor will accomplish all permitting as required. If not, the refuge will be responsible for all permitting requirements. PROJECT INFORMATION: The successful contractor shall furnish all labor, materials, supplies, permitting and final designs and specifications to complete all of the requirements of this contract. The project site is located on Malheur NWR at Buena Vista approximately 40 miles south of Burns Oregon, off of State Hwy 205. Also at the Refuge Headquarters located 36 miles southeast of Burns Oregon.
