- This solicitation notice is being advertised on an unrestricted basis, inviting full and open competition by all interested firms with specialized experience and qualifications required by this project. This procurement will result in the award of a firm fixed-price design-bid-build construction contract. DEPARTMENT OF THE NAVY, NAVAL FACILITIES ENGINEERING COMMAND SOUTHEAST is soliciting proposals from qualified offerors desiring to compete in the procurement process for Project #3007 - BRAC-FITNESS CENTER located at Shaw Air Force Base, Sumter, SC. The new 25,000 SF FITNESS CENTER will be constructed with a reinforced concrete foundation and floor slab. The building will have a structural steel frame, brick masonry wall, standing seam metal roof, special foundations for seismic and hurricane requirements, pavements, site preparation, parking, access road, grassed exercise areas, outdoor running track, sewage lift station, and communication support. The work includes heating and cooling, communication and fire protection systems, all supporting utilities, and site work consisting of parking, sidewalks, access drives, and landscaping. This project has been designated for sustainable design. As a measure of sustainable design efforts, this project is participating in the United States Green Building Council's LEED Green Building Rating System. The contractor shall comply with LEED criteria incorporated in the design documents and fulfill all requirements to obtain a Silver LEED certification for this project. The contractor shall provide all labor, supervision, engineering, materials, equipment, tools, parts, supplies, and transportation to perform all of the services as described in the Request for Proposal. This is a negotiated procurement utilizing single phase selection procedures that consist of the submission of technical and price proposals. Submissions shall clearly address the evaluation factors identified in the solicitation. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose proposal represents the best value after evaluation in accordance with the factors and its relative importance in the solicitation. A price evaluation preference will be given to offerors certified by the Small Business Administration as a HUBZone Small Business Concern, as prescribed in FAR 52.219-4. The solicitation will state that the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a). The Government reserves the right to conduct discussions if the Contracting Officer later determines it to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. The tradeoff process is selected as appropriate for this acquisition. The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced offeror or other than the highest technically rated offeror. Offerors that are a large business are required to submit a subcontracting plan for the project that provides for participation by small business concerns. Technical Rating Factors are: (1) Relevant Experience and Capability of Key Personnel; (2) Past Performance; (3) Small Business Utilization; and (4) Management Approach. Factors 1- 4 are equal in importance to each other. The distinction between relevant corporate experience and past performance is relevant corporate experience pertains to the types of work and volume of work completed by a contractor that are comparable to the types of work covered by this requirement, in terms of size, scope, and complexity. Past performance relates to how well a contractor has performed. All technical evaluation factors when combined are approximately equal to price. The construction completion date shall be 555 days after issuance of the Notice to Proceed. The estimated price range for the entire project is between $5,000,000 and $7,000,000. The NAICS Code is 236220 with a small business size standard of $33,500,000. This will be an electronic solicitation, which can be downloaded from Federal Business Opportunities (FedBizOpps) at https://www.fbo.gov. The solicitation should be available at this site on or about 1 SEP 2009. Proposals will be due within 45 days after the issue date. The Pre-Proposal Conference and Site Visit date and time will be identified in the solicitation. The solicitation package will provide location and exact dates. There will be only one scheduled site visit. Offerors are responsible to check the website for the solicitation and any subsequent amendments that may be issued. THE CONTRACTOR IS REQUIRED TO REGISTER WITH THE CENTRAL CONTRACTOR REGISTRATION (CCR) DATABASE. NO CONTRACT AWARD SHALL BE MADE TO ANY CONTRACTOR THAT IS NOT REGISTERED OR IN THE PROCESS OF REGISTERING. Interested firms shall submit their proposal to Department of the Navy, NAVFAC SE, Contracting Officer, ATTN: Donna J. Nelson, IPT - SC, Bldg. 135, Ajax Street, Rear Entrance, or P.O. Box 30, Jacksonville, FL 32212. Labels shall be marked "DO NOT OPEN IN MAIL ROOM." All submittals must clearly indicate the solicitation number on the face of the envelope. Late submittals will be handled in accordance with FAR 52.215-1(c) (3). Facsimile proposals will not be accepted. Be advised that, due to heightened security measures, individuals entering a Federal facility must have photo identification and may be delayed. Firms planning to hand-deliver submissions should take this into consideration. Contractors will submit the MACS form to the contracting officer 7 days in advance of the proposal due date. ALL inquiries shall be directed to the contracting officer and must be submitted IN WRITING and be received by the contracting officer no later than 10 calendar days before the proposal due date.
