- The Department of Homeland Security (DHS) Office of Procurement Operations, on behalf of the Office of Infrastructure Protection (IP), Partnerships and Outreach Division (POD), intends to award a sole source contract to George Mason University School of Law, Center for Infrastructure Protection, 3330 Washington Blvd., MS 1G7, Arlington, VA 22201. George Mason University (GMU) verbally approached DHS to discuss development of higher education and professional development programs in infrastructure protection. After DHS advised GMU the process of submitting a unsolicited proposal, GMU properly submitted a written unsolicited proposal to DHS. Under this unsolicited proposal, the DHS will develop strong and continuous IP education programs that enhance the knowledge, leadership ability, professionalism, and capabilities of IP professional; and an IP career development system that unifies education and training, encourages adoption of standard IP professional requirements, helps improve retention, and provides continuing professional education and training in a systematic, centrally planned manner. The unsolicited proposal represents one part of a larger DHS vision to create a comprehensive, unified education and training system that produces and sustains the leaders and workforce required to ensure the protection of the nation’s critical infrastructure. The authority for this action is 41 U.S.C. 253 (c) (1), as implemented by FAR Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The estimated period of performance is a base year of twelve months and one twelve month option period. Interested parties may express their interest and submit a description of their capabilities and experience. Responses shall not exceed 10 pages and must be received by 24 Aug 2009 at 4:00 p.m. Eastern Standard Time. Electronic Submissions should be in a Microsoft Word or Adobe Portable Document Format. Responses should be submitted to Ms. Margaret Strang by e-mail to Margaret.strang@dhs.gov. This notice of intent to award a sole source contract is not a request for competitive proposals. There is no solicitation document. All questions should be submitted in writing. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
