Description
Justification for other than full and open competition The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Headquarters National Environmental Satellite Data and Information Services Field Delegate intends to negotiate on a sole source basis with the Constant Technology, Inc. using the procedures in FAR Parts 6 and 13, for services related to support for the NOAA Environmental Satellite, Data, and Information Service (NESDIS) of the National Oceanographic and Atmospheric Administration (NOAA) operates Polar-orbiting Operational Environmental Satellites (POES), the Defense Meteorological Satellite Program (DMSP), and the Geostationary Operational Environmental Satellites (GOES). Environmental satellite data is an important facet of US national security, providing military users real-time and near real-time information for aircraft, ships, and forces deployed around the world. In addition to atmospheric data, NOAA satellite sensors collect data on solar geo-magnetic storms, solar flares, and other geo-physical events, including near earth ionization levels that are used to predict or warn Department of Defense (DoD) satellite communications users about potential problems. Command, Control, Communication, and Intelligence (C3I) outages are often predicted by NOAA satellites and the potential impact to military communications systems. The NOAA/NESDIS satellites are operated out of the NOAA Satellite Operations Facility (NSOF) at Suitland, MD. The NSOF is the center for command and control, collection, and distribution of all NOAA satellite data. This data is distributed to other NOAA services such as the National Weather Service (NWS), to other commercial users, educational institutions, and various foreign countries. One important aspect of the NSOF facility is the Satellite Operations Control Center (SOCC.) The SOCC is outfitted with custom control center consoles that support a wide array of complex computer equipment used for command and control of the Nations meteorological satellites. This statement of work (SOW) defines task areas at the NSOF for the SOCC. 1. Console Furniture The following specifications pertain to the design, fabrication, delivery, moving/re-assembly and installation of "Contender Series" custom consoles and workstations. 1.1 Specifications The contractor shall partner with NOAA appointed architects and engineers to ensure that environmental, and ergonomics are incorporated into the NSOF Console furniture and audio visual design. The consoles and workstations shall be ergonomically designed and cognizant of the latest ISO, ANSI, and OSHA guidelines. The contractor shall determine the functional design requirements with NOAA project managers, users, and appointed architects in order to achieve a functional, state of the art layout that delivers a comfortable, ergonomic environment in which employees work. The consoles and workstations shall be designed and manufactured to accommodate a variety of computers, communication, display, and operator interface devices. The consoles and workstations shall be of modular design and construction, facilitating future equipment retrofits, reconfigurations, and expansions, with minimal on-site cutting, drilling or machining. The contractor shall supply detailed desk and equipment layout CAD drawings for coordination of site measurements, architectural, mechanical, and electrical project elements. Designs generated for this project shall comply with industry recognized quality standards and all other relevant local codes. The contractor shall provide as many layout designs to NOAA as necessary in order to provide for a functional and durable site for use in around the clock operations. Scaled CADD drawings shall be fully dimensioned and include 2-dimensional plan views, 3-dimensional isometric views, and any applicable section views detailing console construction and features. All drawings shall be identified by NOAA's project number and job location. All drawings shall clearly document any and all revisions made to initial designs. Indication of the latest revision on each drawing shall be made. The contractor shall review all sight lines, furniture heights, equipment etc. to ensure users have positive sight lines. The Contractor shall submit pre-production drawings and a component listing. 2. PROJECT MANAGEMENT Prior to commencement of work, the contractor shall meet with designated NOAA staff to coordinate and schedule the installation of the operations area consoles. The contractor shall indicate drop locations for facilities infrastructure required by NOAA supplied equipment including but not limited to electrical power, network, and cable feeds. The contractor shall perform stage testing within its own facility using NOAA supplied equipment upon request. The contractor shall work with NOAA to establish a floor tile cutout plan in order to facilitate power/voice/data placement into console base cabinets. NOAA will provide pre cut and grommet floor tiles per contractor supplied floor tile cutout location plan prior to installation of the console furniture. The contractor shall coordinate and measure all NOAA provided equipment to be housed in the NSOF in order to ensure proper fit and accessibility prior to manufacturing. The contractor shall inspect all rough openings, soffit framing, ceiling heights and wall locations to ensure all console equipment fits properly and the space is built as designed. The contractor shall check all console cable connections to ensure required infrastructure is in place prior to installation. The contractor shall schedule, arrange, and coordinate with the NOAA COR for shipment, arrivals, loading dock, elevators, and any other requirements of the building. All equipment designed and specified for this project shall be commercial grade and rated for 24/7, Mission Critical Facilities. 2.1 INSTALLATION AND DELIVERY The contractor shall provide full service delivery, installation, training and maintenance for this project. The contractor shall provide personnel on site to accept any deliveries of materials supplied under this project. The contractor shall make any necessary arrangements with the NSOF facilities staff to coordinate the removal and disposal of trash. The contractor shall provide the installation and ensure that assembly of all console furniture and modules is completed in a plumb, level, true, and straight manner with no distortions. Fit and finish shall be precise and work surface seams shall be minimized. Doors, drawers, and hardware shall be adjusted for proper symmetry and operation. Upon completion of assembly, the contractor shall clean and test all installed console equipment and related parts before leaving the facility. The contractor shall schedule a training session for designated NOAA staff and provide information on proper use of all console equipment immediately after installation. Award will be made using FAR 13, Simplified Acquisition procedures current through FAC 2005-35. The determination to compete or not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
