Description
The Michael E. DeBakey VA Medical Center (MEDVAMC) is seeking a qualified Architect/Engineering (A&E) Firm with specialty and/or experiences in health care facility design to prepare designs and construction bid package for renovating approximately 12000 square feet of the Gastroenterology Procedure Room and its Holding and Recovery areas for acute patient life support and monitoring systems located at 2002 Holcombe Blvd., Houston, Texas 77030. This procurement is full and open competition and is restricted to A&E firms located within a 100 mile radius of the MEDVAMC. The NAICS Codes is 541310 with a size standard of $4.5M. The A/E Selection Process will be done in accordance with FAR 36.602-1. All work shall comply with current VA Master Specifications and Standard Details. Work will be in accordance with the provided scope of work, and is to be done in a first class manner as approved by the Facility Manager. Followed is the scope of work for this project: The A&E firm shall provide professional and technical services to develop architectural, MEP, equipment plans, construction bid documents, and provide construction period services, that will include but not limited to site investigations, conceptual plans, design development, construction drawings and specifications, prepare construction bid documents including construction cost estimates, and construction period services including site visits. The total gross square feet of this project is approximately 12000 SF. Renovations will include new space configuration to improve services and to enhance space utilization. Award of a contract is contingent upon the availability of funds. Interested firms must submit three (3) hard copy of SF330 to the office below no later than 4:00 PM (CST), August 28, 2009 and addressed to: Michael E. DeBakey VAMCAttn: Nam-Phuong Nguyen, Contracting Officer2002 Holcombe Boulevard, Suite 4B-303, Mail Code: 90CHouston, Texas 77030 The completed SF 330 will be evaluated by a MEDVAMC engineering evaluation board which will furnish the Contracting Officer an evaluation report and a list of at least three most highly qualified firms in order of preference, so the Contracting Officer may commence the negotiation with. The selection criteria will include the following:1.Specialized experience and technical competence of the firm (including a joint venture or association) with the type of services required2.Specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team3.Professional capacity of the firm in the designated geographic area of the project to perform work (including any specialized services) within the time limitations. 4.Past record of performance on contracts with the Department of Veterans Affairs5.Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project is located6.Demonstrate success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design7.Inclusion of small business consultant(s) As of October 1, 2003, all Contractors, both large and small, are required to register in the Central Contractor Registration (CCR) database before an award.
