- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This is a Total Small Business set-aside and only qualified offerors should submit quotation. This solicitation number is RFQ-1200655 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. The NIMH Magnetic Resonance Core (MRC) is to develop Phosphorus-31 magnetic resonance spectroscopy on the 3Tesla General Electric (GE) scanners at the National Institutes of Health (NIH). The experiment requires a special human head radio-frequency (RF) coil that has two independent channels (dual-tuned): proton channel for regular human head imaging and phosphor channel for 13P spectroscopy. The National Institute on Drug Abuse (NIDA), Office of Acquisitions Station Support Simplified Acquisitions on behalf of the National Institute of Mental Health (NIMH) seeks to acquire one (1) 31P/1H dual-tuned head coil for GE magnetic resonance imaging scanner with the following features: 1. One quadrature channel for proton mode (127.727 MHz), 2. One quadrature channel for P31 mode, 3. Two coaxial cables coming out from the coil after the combiners, i.e. NIH/NIMH to take care of the GE interface, and 4. Injection-tooled mechanical parts (that have passed all IEC requirements) to be utilized. Quotations must be good for 30 days after close of solicitation. Shipping must be Free on Board (FOB) Destination and Delivery must be made within 90 days or less after receipt of order (ARO). Offeror must provide within its offer the number of days - not to exceed 90 - required to make delivery after receiving a purchase order from the buyer. Delivery point is NIH main campus, Bethesda, Maryland 20892. To be eligible for an award, offeror must be registered with the Central Contractor Registration (CCR) at website http:www.ccr.gov. The selected offeror must comply with the following commercial item Terms and Conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications Commercial Items, must be included with its offer; FAR 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
