- Medicare Ingenix Grouper Algorithm Under the Authority of Federal Acquisitions Regulation, Part 6, Subparts 6.301 and 6.302, the U.S. Census Bureau intends to contract with Ingenix on a sole source basis to provide technical support, programming and data consulting to Bureau of Economic Analysis (BEA). BEA conducts many economic measurements as part of the National Income and Product Accounts (NIPAs). The NIPAs are used for a variety of purposes in setting national economic policy and in forecasting and interpreting macroeconomic activity. They include gross domestic product (GDP), which is considered the most useful summary measure of the nation’s production. BEA, as one of the world’s leading statistical agencies, collects source data, conducts research and analysis, develops and implements estimation methodologies and disseminates statistics to the public. BEA collects source data for specific sectors of the economy. The Bureau of Economic Analysis is responsible for measuring the value of goods and services provided by the health care sector. The BEA has already use episode grouping algorithms to construct measures for patients with commercial insurance coverage. The BEA now requires statistical support to construct similar measures for patients with Medicare coverage. SCOPE OF WORK The Contractor’s objective is twofold: (i) to define and recommend a method with which to apply the Ingenix episode grouper to medicare claims data, and (ii) to process data provided by the BEA using that method. SPECIFIC TASKS The contractor will perform the following tasks: · Evaluate the best approach to use the Ingenix grouper on the medicare data to allocate spending by disease and provide BEA with a proposal · Process the 5% medicare event file (file provided by the BEA) · Apply the Ingenix grouping algorithm to the processed data · Extend BEA’s license for the Ingenix grouper for an additional year. The Census Bureau believes Ingenix’s institutional knowledge, experience and skills are uniquely qualified to complete the required services. This requirement consists of a base period of September 10, 2009 through July 31, 2010. No option periods are available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested parties may submit their capabilities statement to Paul Boesch at email address Paul.W.Boesch@census.gov, by 4:00 pm on August 31, 2009. This notice is not to be considered a request for quotations or proposals. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received within 15 days from the publication of this synopsis, a contract may be issued to Ingenix without further notice.
