Description
***NOAA's Acquisition & Grants Office, Mountain Region Acquisition Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Miles Electric Vehicles, Inc. for the purchase of one AC powered Neighborhood Electric Vehicle. ***The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA) requirements: - Electric power for low maintenance and clean operation - Neighborhood Electric Vehicle (NEV) status - Enclosed passenger area for protection from inclement weather - Compact enough to operate in the tight confines of the observatory - Able to carry two people plus 300 pounds of cargo - Vehicle frame must be constructed of reinforced steel - Minimum rated range of 50 miles on a single charge - Adjustable seats with seat belts and a collapsible steering column for safety - Windshield with intermittent wipers and defrost capabilities - Tires are mounted on factory standard wheels and all are DOT approved - Minimum 18 month manufacture warranty - AC Power drive system for use on the steep inclines around the observatory Specifically, no other vendor can meet the NOAA requirement of a powerful enough AC motor driven NEV capable of carrying 300 pounds of cargo and two personnel up the steep incline to Trinidad Head Observatory in an enclosed cab with the required safety features. Delivery date shall be by September 30, 2009. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 10 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
