THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W9124C-09-T-0005. Please submit any additional questions by Thursday, August 20, 2009. No further questions will be answered after the date indicated. Questions & Answers for Leader Development Program 1. Question Will the Contractor be required to provide lodging. Answer Would not expect the contractor to have to provide lodging- the Government will furnish that, we just would like for lunch to be provided on-site in order to allow for maximum class time / program while at the contractor's location. 2. Question Will the 15 participants be the same for all three sessions? Answer Primarily, however we expect that in future sessions some of the BCs (2-3) may be different than at the first session (but that should not change the program developed- design program as if all will be the same and other participants will catch new ones up). 3. Question Are you looking for current curriculum that just needs to be modified? Or are you looking for curriculum to be developed from scratch? Answer The curriculum does not exist. It would be built from scratch. 4. Question Whether the curriculum is to be modified or created from scratch, will you provide access to subject matter experts? Answer You may have access to any Army or military manuals unclassified for public use- which includes all leadership manuals pertinent to this program. 5. Question For modified curriculum are you saying that the government will then own the copyright? Answer The government will own the copyright for any curriculum developed. 6. Question Who is the current incumbent for this project? Answer N/A - program does not currently exist 7. Question In section C.8 are we reading correctly that the first session is to be delivered by Sept. 28, 2009? Answer Yes 8. Question In section C.9.1 are we reading correctly that we handle ground transportation for the participants? Answer No - contractor is not responsible for transportation of participants - only that participants be able to drive to the location easily (within a days' drive or less) 9. Question Do you want the contractor to have a physical office within one-day drive of Ft. Jackson? Or are you saying that they must simply provide a training venue within one-day drive of Ft. Jackson? Answer The latter - venue within a day's drive - office does not have to be 10. Question How do you want pricing to be submitted as a cumulative price which includes travel, curriculum development, materials, training delivery, training venue etc.? Or as separate line items? Answer Please submit pricing as separate line items, i.e., curriculum development, materials, training delivery, travel and per diem. 11. Question We recognize that we will have to provide a facility for the initial off-post 2-day session. Will the government provide a training facility on-post for the two 1-day follow on sessions? Answer Yes- a facility on Fort Jackson will be provided (with contractor input as to what type / how facility layout looks). 12. Question Will the attendees have already completed a Battalion/Brigade Pre-command Course? Answer All should have completed PCC, but in actuality only 10 or so of the 15 will have taken it. 13. Question According to the Statement of Work for this solicitation, there is reference to an attached Ft. Jackson Strategy Map. This was not included in the solicitation on Fed Biz Opps. Would you mind send a link or an attachment that includes this information.
