Description
RECOVERY ACT: Provide all labor, materials, tools, equipment, supervision, etc. and completely prepare site for building operations, including demolition and furnish labor and materials and perform work for the FCA Renovate Bldg #2 Second Floor & Site Work, (589-08-308) as required by drawings and specifications at the Kansas City Veterans Affairs Medical Center, Kansas City, MO, in accordance with drawings and specifications. Contractor shall provide all supervision, labor and materials to prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for renovation of Building #2 as required by drawings and specifications. This Work includes general construction, mechanical and electric work to finish out the second floor of Building No. 2. The work on second floor includes new wall construction, new acoustical ceilings and supporting grids, heating ventilation and cooling units to serve the second floor, and electrical work including new lighting, power, and diesel powered emergency generator. The Work includes refurbishing the existing two stop hydraulic elevator to return it to working condition and code compliant. The Work in this phase will include adjusting and modifying the fire protection system on the second floor to accommodate the new room configuration and new acoustical ceilings. Exterior work includes expanding the existing parking lot of Building No. 2, improving site drainage around the building and a new 99 space parking lot which will serve Building #1 including all necessary backfill, compaction, drainage components, concrete curbing and asphalt topping.Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project is a competitive total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The magnitude of the project price range is between: $1,000,000.00 to $2,000,000.00. The North American Industry Classification Code (NAICS) for this procurement is 236220 with a small business size standard $33.5 million. The estimated completion period for this work is 120 calendar days after receipt of notice to proceed. This completion period includes final inspection and clean-up. Award will be made utilizing the Lowest Price Technically Acceptable Source Selection Process in accordance with Federal Acquisition Regulation Part 15. The successful prime contractor must perform no less than 15 percent of the General Construction labor. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions, but reserves the right to hold discussions if necessary. The offeror is responsible to monitor and download any amendments from the Federal Business Opportunities (http://www.fedbizopps.gov) website, which may be issued to this solicitation. In accordance with FAR 52.204-7, Required Central Contractor Registration and in accordance with FAR 2.101, Veterans Affairs Acquisition Regulation (VAAR) 802.101, VetBiz Registration, prospective contractors must be registered in Central Contractor Registration (CCR) and in the VetBiz databases under the applicable NAICS. Firms may obtain CCR information at http://www.ccr.gov and VetBiz information at http://vip.vetbiz.gov. The solicitation package and drawings should be available for download on or about September 15th, 2009 and the proposal due date will be on or about October 16th, 2009. An organized site visit will be scheduled and attendance is highly recommended for any responsible sources to submit an offer which shall be considered by Department of Veterans Affairs. Only one site visit will be scheduled. No hard copies of the solicitation or drawings will be provided; and telephone requests or questions will NOT be accepted.
