- Offeror is required to complete the attached SCA Exemption provision and submit with proposal Offeror is to send this Past Performance Questionnaire (PPQ) to no more than three customers IAW this solicitation, in order to help determine their past performance Offerors are required to complete the attached Reps and Certs and submit with Proposal This is the Statement of Work 1. This is a streamlined combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitations will not be issued. 2. This requirement is issued as a request for proposal (RFP). The solicitation number is FA3002-09-T-0005. 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36, Effective 11 Aug 2009. 4. The NAICS Code is 518210; size standard $25 million. 5. Air Education and Training Command (AETC) is looking for capable vendors interested in fulfilling this requirement for alternative hosting solution for the SAJPO Portal and Project Server as described in the Statement of Work (SOW). 7. The government would like the period of performance for the basic period to be14 Sep 09 - 13 Sep 10, however unforeseen events could delay the start of the performance period. The location will be within 20 miles of San Antonio TX. 8. Unless otherwise stated in this RFP follow instructions found in FAR 52.212-1, Instructions to Offerors - Commercial Items 9. The provision 52.212-2, Evaluation - Commercial items, is applicable to this acquisition. Government intends to make award to the Lowest Priced Technically Acceptable (LPTA) offeror. Award will be made to the responsible offeror whose offer is found to be the lowest evaluated price and meets or exceeds the technically acceptable factors, and has favorable or neutral past performance. 9.1. Evaluation criteria: 9.1.1. The technical proposal must demonstrate the ability to satisfy ALL requirements described in the SOW. Offerors should reference the applicable SOW paragraphs throughout their technical solution / proposal. Technical proposals shall demonstrate capability, understanding, and program management required to meet the needs of the Government. 9.1.2. Price (Price Proposal): Since the government intends to award based on initial responses, you are encouraged to offer your most advantageous pricing in the initial response. Price proposal should break down their overall proposed price into cost elements in order for the evaluation to determine the fairness and reasonableness of price proposal. 9.3. Past Performance will be evaluated then rated either "favorable," or "unfavorable. Offerors are encouraged to assist in their past performance determination. Offerors are encouraged to send the PPQ to prior customers who can vouch for their quality of service. Offerors will send the attached Past Performance Questionnaire (PPQ) to prior customers, limited to no more than three (3), who have received same/similar services as identified in the CLIN Schedule, (see attachment titled "FA3002-09-T-0005; PPQ-SAJPO Portal"), Offerors will instruct customers to send the completed PPQs directly to AETC CONS via email or FAX, as shown on the PPQ. A rating of "unfavorable" will result if a prior customer rates any two subcategories (Response Code(s) A - F) MG-Marginal or US-Unsatisfactory or rates the overall assessment (Response Code G.) as MG-Marginal or US-Unsatisfactory. An offeror's lack of relevant past performance will not be viewed as favorable or unfavorable; it will be considered as neutral. 9.2. Evaluation Process: 9.2.1. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to seek clarifications, conduct communications for the purpose of establishing a competitive range, establish a competitive range, and / or conduct discussions if later determined by the Contracting Officer to be necessary. 9.2.2. After the solicitation period has expired, all proposals will be sorted from the lowest priced to the highest priced proposal. The Contracting Officer will provide the proposals to the evaluation team with instructions to evaluate, first, the lowest priced proposal. If the lowest priced proposal is rated "technically acceptable" then no other evaluations will be conducted or necessary. However, if the lowest priced proposal is rated "technically unacceptable" then next lowest priced proposal will be evaluated. This process will continue until a proposal is rated "technically acceptable" to which award will be made. 9.2.3. If after, all proposals are evaluated and no proposal was rate "technically acceptable" or if the Contracting Officer determines that discussions are necessary, the Contracting Officer will stop evaluation, establish a competitive range, and then conduct discussions with all offerors in the competitive range. After discussions the offerors within the competitive range will be given the opportunity revise proposals. 10. Offerors must have completed their Representations and Certifications in the On-Line Representations & Certifications Application (ORCA) website (the site can be accessed at http://www.bpn.gov/ ), and must provide a copy of the required portion of provision 52.212-3, Offeror Representations and Certifications - Commercial Items, Alt I, with its offer. 11.
