Description
THE RECEIPT DATE FOR CAPABILITIES STATEMENTS HAS BEEN CHANGED FROM AUGUST 21, 2009 TO AUGUST 24, 2009. This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research to help determine the availability and capability of qualified small business, sources (small businesses; HUBZone small businesses; women-owned small business, service-disabled, veteran-owned small businesses; 8(a) small businesses; or small disadvantaged businesses) capable of serving the needs identified below. Background: The Chemical Hazards Emergency Medical Management (CHEMM) tool is designed to provide access to comprehensive sets of information via a user-friendly interface. The users include first responders, first receivers, other health care providers, and planners, and CHEMM allows these users to plan for, respond to, recover from, and mitigate the effects of incidents involving chemicals. CHEMM's unique content covers information especially relevant to chemical exposure-related mass casualty and "unusual" scenarios. CHEMM's expert interface will link users to resources from other organizations, e.g., U.S. EPA/NOAA (CAMEO tools), the CDC's Emergency Preparedness and Response Web site and NIOSH Emergency Response Safety and Health Database (ERSH-DB), the chemical industry's CHEMTREC service, poison control centers, etc. Like NIH's WISER (Wireless Information System for Emergency Responders) and REMM (Radiation Event Medical Management), CHEMM will be available on the Internet for online use on computers and handheld devices, and also for download so that it can be used in an emergency even without an Internet connection. Objectives: The purpose of this requirement is to develop an expert model and mental models to help CHEMM developers create an enhanced user interface. The expert and mental modeling will lead to a thorough understanding of how first responders, first receivers, and other users of CHEMM will likely "think-through" a chemical exposure-related mass casualty and or other type of scenario. This will allow for design of CHEMM to allow the various types of users to get just-in-time, accurate information from a wide range of relevant topics and information sources, leading to effective decision-making by specific types of users. Requirements/Tasks: Project Kick-off and Planning 1. Work with NLM to form Expert and Mental Modeling Project Team. 2. Facilitate kick-off meeting. 3. Work with Project Team to define key internal and external stakeholders (e.g., representatives of likely types of CHEMM users), develop and finalize the work plan, including timelines 4. Identify Expert Panel representing a range of necessary technical expertise and stakeholders. Expert Model Development 1. Conduct preliminary review on decision-making in chemical mass casualty and "unusual scenario" chemical-related events 2. Create Simple Expert Model with Project Team 3. Plan and facilitate Expert Model Workshop 4. Develop Expert Model Narrative Preparation for Mental Models Research 1. Develop plan for conducting preliminary Stakeholder Assessment and Mental Model Research Plan a. Develop hypothesis of key stakeholder priorities and information needs b. Develop sampling framework and recruitment plan 2. Develop interview protocols 3. Support NLM in development of the IRB and OBM submissions for this requirement. Preparation for Implementation of Expert and Mental Modeling Results into the NLM Web Interface 1. Assist NLM develop website that integrate Expert and Mental modeling results with normative decision-analytical approaches 2. Assist in development of methodology and prototypical software tool that NLM can use for demonstration and testing Mental Models Research 1. Conduct mental models research following IRB and OMB approval. Period of Performance: The anticipated period of performance is one year from date of award, with two one-year option periods. Capability Statements shall not exceed 10 pages and should include, but are not limited to, the following information: 1. Offeror's name, address, point of contact, phone number, e-mail address and DUNS number. 2. A brief description of comparable current and prior work, expertise, facilities, organization, structure, and qualification of key individuals (documenting expertise and organizational structure, and qualifications of key individuals (documenting expertise and field experience in the areas of interest); 3. Identification of any current negotiated GSA schedule, Government contract, or commercial pricing rates; and 4. Offeror's type of small business and business size. 5. Any other related information that the vendor may deem to be helpful to making determinations regarding this requirement. Capability statements must be received no later than 5:00 PM EST on August 24, 2009. Other Important Considerations: The proposed acquisition will be procured under FAR Part 12 - Commercial Items in accordance with the policies and procedures under FAR Part 13-Simplified Acquisition Procedures. All responsible sources may submit a capability statement which will be considered by the National Library of Medicine. This Sources Sought Notice is not a Request for Quotes (RFQ) nor is an RFQ available. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
