Description
Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation Number NCND0000-9-15137 is being issued as a Request for Quotation. The North American Industry Classification System Code (NAICS) is 541690 and business size of $7.0. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS) Office of Ocean and Coastal Resource Management (OCRM) has a requirement to complete a work process analysis and workforce plan to ensure OCRM is able to meet existing and future mandates as effectively and efficiently as possible. As part of this analysis we need to clearly link our workforce capacity (numbers of employees, skills and abilities) with our ability to accomplish the tasks and activities necessary to meet our requirements. We need to be able to clearly understand and articulate how workforce expenditures are being used to accomplish tasks and the processes (physical and intellectual) to deliver on outputs and outcomes. Additionally, we need to anticipate future needs and have a plan for accomplishing those needs with existing and new staff. This statement of work is to develop a work process analysis and workforce plan based on current and anticipated workload needs. Activities - The Contractor agrees to perform the following activities and provide the following resources in support of OCRM's work process analysis and workforce plan. The focus of this analysis is on OCRM's statutory responsibilities under the Coastal Zone Management Act. This will limit the scope of the project, for the most part, to tasks and activities within the Estuarine Reserves Division, the Coastal Programs Division, and the National Policy and Evaluation Division. Activity 1 - Mission Analysis - Identify OCRM's goals, objectives; and broad range of statutory, regulatory, operational, and administrative requirements; recognize the constraints to achieving the mission; clarify the customers or stakeholders we serve; identify the technical and user requirements for our products and services. This activity includes capturing not only our mission, goals, objectives, etc., but also capturing all OCRM does and is responsible for. For this activity we anticipate much of the information will be available in existing documents. The contractor will need to interview and work with OCRM staff and appropriate non-OCRM staff, including managers, if the information is not available in up-to-date documents; Activity 2 - Task and Function Analysis - Describe how an assigned mission (job, assignment, activity) is completed; this includes detailed description of all manual and mental activities, task and element durations; the jobs and activities necessary to meet the mission requirements; what activities are and are not essential to our success; skills and abilities needed to achieve our requirements. The contractor will gather most of this information through existing documents such as standard operating procedure manual and interviews with OCRM staff, including managers. There may be occasion to interview staff outside of OCRM to understand the full range of activities required for a task. The analysis will focus on approximately 75 - 100 tasks or functions of varying degrees of complexity; Activity 3 - Workload Analysis - Examples of questions to support the workload analysis include: tasks OCRM staff are currently doing; how they are doing them; the critical interactions between people and systems; the interaction between/among employees to accomplish tasks; what skills staff have; what skills are needed; what kind of training is needed; how many people are needed to accomplish essential tasks; do we currently have the right number of people with the right skill sets assigned to tasks; what activities can be done more efficiently or effectively; areas of duplication of effort or gaps in effort; are the skills and abilities adequate to accomplish each activity most effectively. The contractor will gather this information through interviews with OCRM staff and managers; and Activity 4 - Future Workload and Workforce Needs - Examples of questions include: what are the future requirements of our organization and the jobs or activities necessary to meet those needs; are we currently capable of meeting those needs; how many people will be needed to perform each job; what skills and abilities will be needed; understand gaps between current workforce and future needs. The contractor will be able to gather this information through a variety of sources. Some will be available in existing documents such as needs assessments and previous interviews with partners and stakeholders. Some will be gathered through interviews with OCRM staff and managers. And some will need to be gathered from outside OCRM - within NOAA and external to NOAA. Period of Performance: From date of award to September 30, 2010. The resulting purchase order shall negotiated on a firm fixed price. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Technical Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Conspicuously striking in eminence; Good (G) - Beneficial and worthwhile; sound and valid; Adequate (A) - Reasonably sufficient and suitable; Marginal (M) - Minimally suitable at the lower limit. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors - Commercial, FAR 52.212-2, Evaluation - Commercial Items - The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following clauses apply: FAR 52.212-3, Offeror Representations and Certificates - Commercial Item, FAR 52.212-4, Contract Terms and Conditions - Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. FAR 52.222-21, Prohibition of segregated facilities, 52.232-33, Payment by Electronic Funds Transfer - Central Contract Registration, 52.232-34, Payment by Electronic Funds Transfer - Other then Central Contractor Registration; 52.232-39, Submission of Electronic Funds Transfer Information with Offer, 52.222-41, Service Contract Act of 1965, 52.222-42, Statement of Equivalent Rates for Federal Hires. All responsible sources that can meet the requirements and provide the items as listed above may respond to this solicitation by submitting a proposal addressed to Gina E.
