Description
Description: A. This request is being solicited as a Small Business Set Aside. This is an Architect-Engineering (A-E) service acquisition for a firm-fixed price contract. The NAICS Code is 541330. The subject services Title 1A and 1B Architect-Engineer (A-E) services as specifically mentioned herein to design and garner permits for 80K Sq Ft of new gravel road to be constructed according to the scope of the supplied plan set. The Contractor's design shall be prepared and sealed by a registered Professional Engineer licensed in the State of Florida. Drawings shall provide all information required by the Florida Department of Environmental Protection (FL DEP), the Northwest Florida Water Management District (NWFWMD), and any/all other agencies necessary for the issuance of environmental and/or storm water management permits, ensuring compliance with all applicable local, State and Federal rules, regulations and guidelines. The contractor will assume the role of "Agent to the Applicant" on any/all permit applications, and shall be required to submit any/all paperwork required to obtain a stormwater permit on behalf of the US Government. In addition, the contractor will be responsible for the submission of any other documents required by the aforementioned entities, including any/all required fees for submission. The cost magnitude is between $10,000 and $25,000. Firms are reminded of the requirements in FAR 36.601-3(a), which states that the construction design specifications shall require the maximum practicable use of recovered materials considering the performance requirements, availability, price reasonableness, and cost effectiveness. Contractor is required to deliver electronic drawings compatible with AutoCAD 2008 in addition to the stamped, hard-copy drawings. An engineering design package consisting of engineering analysis, drawings, bills of material and technical specifications, and other documents necessary for system construction will be submitted with the design. IAW public law (10 U.S.C. 9540), A-E fees are subject to a 6% limitation of predetermined construction costs for direct design costs. All contractors are required to be registered in the Central Contractor Registration (CCR) database prior to receiving a contract award. B. SELECTION CRITERIA: Significant evaluation criteria in order of their relative importance are: a) professional qualifications, b) specialized experience and technical competence in A-E design in Air Force facilities, c) capacity for timely accomplishment of work, d) past performance on and familiarity with DoD and Air Force projects of this type, e) proximity of the firm to Tyndall AFB, FL, f) volume of prior DoD work, i) commitment to SBA and, j) Technical evaluation of submittal. C. REQUIRED DOCUMENTS: Interested firms which meet the requirement described in this announcement are invited to submit two copies (1 original and 1 copy) of their completed Standard Form (SF) 330. This form is also required for all consultants. All information relating to the firm(s) qualifications must be obtained in the SF 330. Inclusion by reference to other material is not acceptable. Firms responding to this announcement by the closing/response date will be considered for selection. This is not a request for proposal. Fax copies will not be accepted.
