- The Indian Health Service has a requirement to purchase a Diagnostic Ultrasound System for the Tulsa Urban Indian Health Clinic. This Diagnostic Ultrasound System will be delivered FOB destination to the Tulsa Urban Indian Health Clinic located at 550 South Peoria, Tulsa, OK 74120. The solicitation will be issued as Request for Quotes (RFQ) 246-09-Q-0048. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement is being procured in accordance with FAR Part 12, Acquisition of Commercial Items. The RFQ will be issued as a total small business set-aside under North American Industry Classification System (NAICS) Code 423450 and a size standard of 1,000 employees. A firm, fixed-price commercial order will be issued. Vendor must have an updated CCR and ORCA record by the solicitation deadline to be considered for the award. The closing date for receipt of quotes is August 26 2009. Offers shall be submitted to the Oklahoma Area Indian Health Service, 701 Market Drive, Oklahoma City, Oklahoma 73114, no later than 4:30 p.m., on August 26 2009. The offer must be submitted in a sealed envelope, addressed to this office, showing the solicitation number, and your name and address. Please do not email RFQ's. Diagnostic Ultrasound System - Description of Equipment User Interface and Ergonomics: Must be physically small, lightweight and agile, with full sized keyboard and operational controls and should provide mechanisms to minimize visual strain upon users when working in the typical darkened work area. Minimum 15" monitor, high resolution and ease of rotation/physical orientation independent of the console. The unit must be capable of being manipulated in the typically very small exam room areas System should provide and support 3D and 4D imaging, with slicing and cine viewing capabilities and should be superior for use in OB/GYN studies. System should provide digital caliper for at least the following: Depth and Distance, Circumference, Area, Volume, Velocity, Time. System shall provide a comprehensive set of obstetrical and gynecologic calculations and vascular calculations with summary reports. System must be capable of exporting data through the serial port for use in third party software environments. The system shall provide and automated online spectral Doppler measurement capability. The system should store images onto CD/ DVDR or USB port storage devices. The system shall include at least 25GB of dedicated hard drive space for large local storage capacity allowing over 14.500 B&W and color images. DICOM Connectivity: The system shall support as an option, the following DICOM service classes: VERIFY (SCU/SCP); Print (SCU) gray scale and color; Store (SCU) US object, US retired, US multiframe, US multiframe retired, Secondary Capture; Modality Worklist (SCU); Multi-Frame (SCU); Storage Commitment; Modality Performed Procedure Step (MPPS); Media Exchange; Query/Retrieve; Structured Reporting; Off network / mobile storage queue The system shall support the sending of image data to multiple DICOM destination devices with a single keystroke. It shall support SICOM operations in the background while the system is being sued for scanning, so users at a workstation may view the images already taken for the exams. DICOM conformance statements must be made available to the customer at the time of quotation. Transducers: Multiple frequency bands on all transducers, frequency minimum of 2.5MHZ to a maximum of at least 14 MHZ. Endocavitary transducer is required. Inoperative probe is required, such as an I or T shape probe. Tactile reference points to aid in probe orientation. Probes required are convex and micro convex. Service: On board error log, continuous operation, on board modem or connectivity, to allow mfr to monitor system performance, run diagnostics remotely. Toll free help service shall be included. End User Support and Education: Toll free helpline for sonographers that will remain after warranty period ends. On-line CME credits for sonographers via internet. Mfr shall supply a minimum 2 day on-site training for users at the time of system delivery. Three days (minimum) off-site, system specific applications training shall be provided for one member of the ultrasound staff. Optional satellite-based user training may be considered.
