- NAVFAC IPT NAPLES plans to award a combined Firm Fixed Price/IDIQ contract for Base Operations Support (BOS) services. The solicitation is for all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide the services of custodial, refuse, pavement clearance, holding tank, service calls, and IDIQ work (service beyond the service call scope work) described in the Performance Work Statement (PWS) at Quay 9 - Jebel Ali, Dubai, United Arab Emirates (UAE). All work under this solicitation shall be performed by the following means: Firm Fixed Price work (custodial, refuse, pavement clearance, holding tank, service calls and recurring work) and Indefinite Quantity Work (service beyond the service call scope of work). The location of the contract will be Quay 9 - Jebel Ali, Dubai (UAE). The duration of the proposed contract will be for a base period of one year (or less) with four option periods of one year each. Procurement procedures per FAR 12 - Commercial Items and FAR 15 - Contracting by Negotiation will be used for this acquisition. This is not a Request for Proposal. The RFP with all proposal requirements is expected to be posted on EuroNECO website, https://euro.neco.navy.mil, on or around 2 September 2009, and it is anticipated the contract will be awarded in or around November 2009. All applicable documents will be posted on EuroNECO website. Unless otherwise indicated in the synopsis, the anticipated solicitation will only be advertized on the internet at https://euro.neco.navy.mil. It is the offerors responsibility to check this site in order to be notified of any changes to this solicitation. All contractors proposing on Department of Defense Solicitations must be registered in the Central Contractor Registration (CCR) www.ccr.gov prior to award of any United States of America Department of Defense contract. In order to register in CCR, proposers must have a Data Universal Numbering System (DUNS) and Bradstreet Number http://fedgov.dnb.com/webform and a Commercial and Governmental Entity (CAGE) Code (U.S. firms) or a NATO Commercial and Governmental Entity (NCAGE) code (foreign firms). http://www.dlis.dla.mil/Forms/Form_AC135.asp. The CCR requirement applies to all contract awards, regardless of the country where the work is performed. It is highly encouraged for prospective proposers to begin the CCR registration process as early as possible. The award will not be restricted to Small Businesses.
