- National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Varian, Inc. 3120 Hanson Way M/S-D300, Palo Alto, CA 94304 under the authority of the test program for commercial items, Section 4202 of the Clinger-Cohen Act of 1996. Varian, Inc. is the only known responsible source and no other supplies or services will satisfy agency requirements. The NIEHS Division of Research, Environmental Biology Program, Laboratory of Structural Biology, Nuclear Magnetic Resonance Group (NMR) requires a replacement 800 MHz magnet and cold probe to restore the existing Varian INOVA 800 NMRSpectrometer system to operation per manufacturer specifications. The NMR system has stopped functioning due to the failure of the 800 MHz magnet. The existing 800 MHz NMR system was purchased from Varian Inc in 2002 and installed in 2004. Varian, the system manufacturer, is the only known source with the working knowledge of the existing NMR system that is capable of providing the system components needed to restore the system to operation, and that has access to the system specifications, technical drawings, other system components, accessories and software. The acquisition involves the replacement and trade-in of the existing magnet and it is critical that the new magnet and its room temperature shim power supply, as well as the replacement and trade-in of cold probe, be fully compatible with the existing Varian INOVA 800 console. Description for the replacement magnet: NMR Magnet System 800MHz 54mm Shielded, Varian PremiumCOMPACT(TM) performance - includes: 4.2K Operating magnet; Magnet Field Mapping; Anti-vibration Legs; RT Shim Set and Power Supply; Liquid Helium and Nitrogen Level Monitors; Helium and Nitrogen Gas Flow Monitors; Helium Manostat; Magnet Site Kit; Liquid Helium Transfer Siphon and Parts Kit; and Liquid Nitrogen Transfer Line and Parts Kit. Minimum specifications: Magnet type – compensated self-screened solenoid; central field - 18.78 Tesla 800 MHz 1H frequency at 4.2K; Field stability – drift rate less than 8Hz/hour at 4.2K; 5 Gauss fringe field - 1.45 m radial and 2.55 m axial; magnetic field homogeneity sufficient to meet lineshape specifications on the probe to be supplied with the spectrometer; full compatibility with the existing INOVA 800 NMR system – the spectrometer must be capable of performing homospoil experiments, gradient shimming, and all other gradient-dependent NMR experiments available on the existing NMR system. Description for replacement cold probe: 5mm HCN, VT PFG cold probe – must be compatible with existing Gen 2 cryogenic system and with the existing INOVA 800 console. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities/specifications to the Contracting Specialist at the address stated above. This notice of intent is not a request for competitive proposals; however, all responses received within 7 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 7 days of this notice to determine whether a qualified source is more advantageous to the Government, negotiations will commence with Varian, Inc.on a sole source basis.
