Description
The Fleet & Industrial Supply Center San Diego, CA hereby gives notice of intent to award a sole source requirement to Boeing SVS Inc, Albuquerque, NM 87109 under the authority of FAR 6.302-1(a)(2)(iii)(B), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The current research work at Naval Post Graduate School (NPS) using the High Energy Laser (HEL) Beam Control testbed requires the assistance of the contractor specified above. This support is critical for the safe operation of the HEL testbed, and malfunctions may result in unsafe working and research environment. The current HEL testbed at NPS is built by Boeing SVS, therefore, the have the best knowledge of the components of the testbed including hardware and software. Additionally many of the critical elements are their proprietary design. Since the HEL testbed is a unique product with specific hardware/software interfaces, there would be signification additional cost, increase redundancy, and significant additional setup, development and testing efforts for a similar support form other vendors. Interested persons may identify their interest and capability to respond to this requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Solicitation document is available and has been attached. Interested firms shall submit information that indicates their ability to satisfy this requirement. Responses are due by 8:00 AM PST, 21 AUGUST 2009, via email. N00244-09-R-0065.
